TF,e budget workshop consisted of a discussion of the J. P's
salaries and the Constables' salaries. The constable
salaries are to be around S1~,452L 00 per year for each of
them.
Tommy's observation of the situation rs that employees will
not be able to receive any increase this year. The cost for
out of prisoners expense is approximately St[S,Q1rOB.idN and to
pay for this expense county taxes would approximately ba
5..+1, 8 `/. is roll back rate. Everything we are talking about
here is purely academic of _.. G7. increase, l.f we start with
51-9L Budget base and massage this budget for 52-yi budget we
should do okay. I can only see SL`~Cn,Nm~.Nfo revenue. Funds to
maintain as is• and stay below B% is the only thing we can
afford. I think all budgets in departments are cut to the
limit. for operational purposes. The 'J1-yG budget is as low
as they can get. Commissioner Morgan agreed with Tommy
Tomlinson and addressed mandated spend thats all taxes can
support. 1 would like to see the C'~ounty .Judge and Tommy work
toyer.her some more and come up with bare bone budget to
operate budget from 91-~~L, Just getting what we have to have
to operate is going to involve a ~% increase in taxes to fund
operational cost.

A budget workshop was held to review anti discuss submitted
budget requests and 1rr,al figures.
'Pommy 'Tomlinson, the County Auditor gave the Court a budget
Analysis by Fund and a summary of proposed budget for
1992-1993. Effective tax rate is .28633 far all funds. Ta
fund the budget of 57, 161, 000.InN we would need a 2.8 cent tax
increase. This is with no change in the budgets submitted by
each department, with no salary increase, and no employee
cuts. Basically it is last years budget.
A list of differences for some offices was read in L'.ourt, but
these differences were not listed in y"~-93 Gudget. This
Seven Million llollar budget does not address the maintenance
and utilities on the Guadalupe Saving Bu~.lding. 1'h is only
addresses the 528, rDf00. 0Q and the SIS, 00t9. rD~ not remodeling
cast for Guadalupe Saving Building ar the current annex.

Commissioner Morgan stated that some improvements should be
done to utilize the space in the Guadalupe Savings building.
Commissioner Oehler stated that the bank portion of the
building could be worked or, first and then do the rest of
remodeling at a later date for probation department.
Commissioner Morgan stated that they would have to make a
decision on where the money would come Pram fur the
remodeling cost either Pram G. O. 's or a bond election:'
Commissioner Holekamp stated he felt that there could be less
emplayees in the County Clerk's Office, if other counties are
doing with less he thought, we could too. Commissioner Oehler
stated he felt the same way.

Jack Burch prepared a budget and went down line item per line
item and feels that al.l J. F's can function with fewer
.-mployees and feels that some J. P. 's are using more money in
some line items than they should be. 'i-he spending needs to
be more in line with the other J.F'a. He stated that if J. P
# ._ were on a stand-alone computer system that the county
would save space and money, but that it would not show up in
this years budget but would help next years budget and this
would also help the J. P's in Frect # 3 and 4 on getting a
computer. ti this were done it would free up Your terminals
and ali J. F. 'S would be able to have a computer to do their
work. This was just a suggestion.
'The Court is looking for ways to cut the budget and reviewing
options fnr the renovations of the Guadalupe Savings
Hui.lding.
