a io~o. ~ COMMISSIONERS' COURT CONVENED IN SPECIAL COMMISSIONERS' COURT BUDGET WORKSHOP UN Tuesday, August 25, 1992, with all Officers' present and the following proceedings were had: kon Sutton the District Attorney discussed with the Court that he felt that his secretary needed a raise given the job is now requiring full-time work instead of part-time work. He thinks this is a legitimate request for the Court to look at and would appreciate them thinking about this. Frankie Speakmon feels that he needs additional help for the care taking of all the buildings he will be having to take in. Constable salaries were discussed and the court felt they should accept the figures Tommy Tomlinson, the County Auditor has given the Court. Sheriff Frances Kaiser is looking into getting a new radio tower because the radio tower that we presently have is old and it would take to much money to repair it. She is looking into buying another tower because it will cost more to repair the one we have than to buy a complete new tower. Juvenile Probation requested another employee for Simon Harris for S1f3,000.00. Juveniles are getting to be more of a problem. At the present he is doing all he can to keep his head above water with just the employees he has. Tommy Tomlinson advised the Court that we have already lost 515,000.00 in the way of a grant that comes from the State, it was a five year grant that was used for staffing purposes. The additional person would be mandated to do performance target of 84`/., 65% is placement for intensive supervision. If we don't have people to oversee these programs the money will be taken away. Tt,e grant cannot be changed. Commissioner Morgan stated that we would have to go with what the recommendation of the Juvenile Hoard was. PAGE 716 Commissioner Holekamp stated through i:he process in job classifications and personnel study done with other counties, the firm that did our study states that the County Clerk's Office hoe three times the staff of other counties. We found Cherokee County, who has a State Hospital, County Court at Law, population equivalent to ours, who basically does the same amount of work as us handles their office with five employees. My recommendation would be to cut 1/3 of the County Clerk's Office. Which would be 10 employees. Two of these employees to be taken would be paid from the Records Management Department and have the records management fee be 55.00. Judge Stacy stated that he thought Commissioner Holekamp had done a good job on the study and because of the County Clerk's Office he felt if we did not cut our staff that it would mean no pay raises for anyone. The job he has done is great. Patrica Dye, County Clerk stated when this: was brought up the last time that she had done a study of her own and did receive some information back but the Court did not want to hear the information she had. She alsc.~ handed the Court a ~• letter typed of the services dune in her office and compared herself to Cherokee County and the Court still said she had to many employees for what we did. She was given a short time period to prepare a schedule of what services she would have to cut out of her Office if this did happen. She came back to the Court giving a positive analysis stating she would try to do the work with 10 employees but her services would be very limited but if this is what the Court was requesting shfa would try it. She again stressed to the Court that the services the Court was asking her to do would be very limited. Cornmissioner~s' Court then decided to do away with four employees in the County Clerk's Office. Commissioner Holekamp proposes that we give a cost of living raise of 3% providing the necessary adjustments to employee classifications have been given. Elected Officials salaries should be adjusted to fit more in line with all other counties of our size. County Clerk's Salary - 524,444, to 26,500, District Clerk 524,444 to 26,500, Tax Assessor/Collector 524,444 to 26,500, No change in the County Judge, Commissioner Court, County Court at Law, County Attorney, o:r tt,e Auditor. The Auditor is receiving additional salary from the probation department. The County Treasurer is 'to remain the same. Commissioner Morgan stated that he personally did not want to state the official would be received a raise but an adjustment to there pay scale. PAGE 717
