~. ///fl. I COMMISSIONERS' COURT CONVENED IN SPECIAL SESSION ON Wednesday, September 16, 1992 with the following Officers present; W. G. Stacy, County Judge, R. Gordon Morgan, Comm. Prect # 1, T. H. Lackey, Comm. Prect # 2, Glenn Holekamp, L'omm. Prect # 3 and Bruce Oehler, Comm. Prect # 4, and the following proceedings were had: Tommy Tomlinson, County Auditor gave the Court the summary of the budget. He stated that from a meeting prior to this the cash values had gone upward because oŁ some reimbursements to the County, such as the DPS Step Program that was initiated, the County Clcsrk had a substantial amount of collected fees that he didn't know of. The expenditures still remain the same as the budget was filed. The survey done by Allison 8 Associates had the sheriff's department with one and one half persons less than they had. The increase in salary of Constable # 2 and the change of surety bonds for Prect # 1, 2, 3, and 4. As a result the Tax Rate to be .3054 Łor 92-93 Budget being up 1.9 cents over effective tax rate. Commissioner Morgan, complimented the Auditor for doing the budget a multipy of times. Commissioner Holekamp, stated his work was greatly appreciated and the tax rate was one we could live with. Commissioner Oehler, we did have a loss of income due to the interest rates being so low and this was a big factor in our budget. Public - genearal public is hurting, and I think the County should tighten there belts like us taxpayers do. City and School taxes are going up and we citizens can't take much more. Judge Stacy stated the budget in general looked fine, but it is our state mandated programs that are really hurting us. Commissioner Holekamp stated that Law Enforcement was a big part of our budget and the public wants law and order, the rest of our budget has decreased. Ellis Cooper stated he has beer, a resident: of Kerr County for 5 years and he moved here from Houston because of the high tax rate they-e, but now it seems Kerr County is doing the same. This County has very little industry that can be taxed, and people that are on a fixed income have a hard time making ends meet. These retired people are the same people that keep your doctors, dentists etc. in business. Retirees won't move here iŁ the trend oŁ taxation Y.eeps going up.
