Item No. 2.6 Clarification of Kerr County personnel Policies (Section 7-Employee Compensation and Rdvancement 7.01 paydays and 7.02(a) & (d) Check Delivery, and consideration of early payroll prior- to Christmas as r^equested 6y some Ker•r- County employees. Barbara Nemec, personnel officer for Kerr County wanted clarification of the above items because she is getting some input from employees about the payroll and the time sheets and she needs to let everyone know that policies were made to be followed not to be broken. Tt is making her job very difficult. Stan Reid, the Assistant County Attor-ney stated it is unconstitutional for the employees to be paid before they have worked the time turned in. The A. Co.'s opinion is that it is unconstitutional to give employees a loan or an advance. Item No. 2.7 Consideration of additional personnel in County Clerk's ^ffice for the County Court at Law. 1, ` Spencer Brown addressed the Court stating that the County Court at Law department was falling father and further behind Karen is helping the girls out 6y doing the war^k involved in the Courtroom on plea days but the girls are still needing the help with doing the filing and doing financial hearings. These ar•e all items that are not priority so they are staying behind to do the essentials. Barbara Holmes handed the Co~ar^t a r^e port on the various jobs of the County Court at Law we are doing the best we can with what we have but it is getting very har^d to do it. Jannett and I have put in many hours of overtime to try to keep things going beat it is very har^d. The financial hearings have been put on the back burner because this is not a priority item b~.it this brings money into the County and without them Kerr County is not receiving any. Since we started this program we have managed to collect same money owed the County but without it this will fall through the cracks. The Court suggested to Barbara that she go to Cherokee County and find out how they do their- work and come back to the Court with a r^eport. PAGE 808
