August 18, 1993 To: Commissioner's Court Kerr County, Texas Gentlemen: I am requesting the opportunity to appear before you regarding a license denial by the Kerr County Environmental Health Department per attached letter dated the 13th of August, 1993. I must point out that the on-site sewage facility at 107 Deerfield has been in operation, trouble free, since its construction in approximately the year 1978 as best I can determine. There hasn't been any problems with this system. I fully understand that the system does not meet the current system design standards and should it fail at any time it should be updated. This however, is not the case. I am hoping that the court will grant me equal treatment as has been given my neighbors. Larry Mauldin at 112 Deerfield sold his property, Lot 9-B, South, shown on attached plat, within the past four months. His system was approved, no up-grading required, and his system was installed at around the same time as mine, and is of like design. Based on the facts at hand, I want my system licensed, since it's an operating, trouble free system. As we all know old and new designs alike are not fail-proof. Kummerow 107 Deerfield Dr. Ingram, Tx. 78025 Subject: Inspection of on-site sewage facility located at 107 Deerfield Dr., Hills n' Dales subdivision, Lot 9-A Dear Mr. 8 Mrs. Kummerow: On August 10, 1993, an inspection by Mario Garza, of this department, at the subject location revealed that the on-site sewage facility needs upgrading. This inspection revealed that the drainfield was inproperly installed. The drainline has little gravel and is sloping. There is no soil under drain pipe for waste water treatment. With R.V, hookups at property septic tank is under size. This site has limited soils over ledgerock and requires an alternative system to be installed. Alternative systems require a professional engineer or a registered sanitarian to design the system for the soil and site conditions present. The design plan must be submitted to this department before a permit to construct can be issued, A license to operate must be obtained after the system is installed and before the system can be used. An additional fee of $100.00 will be required to cover the repair installation inspections.
