Leonard Odom, Jr., Road Administrator DATE: April 6, 1993 RE Equipment to Implement Municipal Management System On March 2, 1993, we asked the Court to consider the purchase of computer equipment to implement the Municipal Management System; you asked that we meet with 911 before making the purchase. We met with Frank Felts the following day. After a thorough discussion of the needs of 911 and their willingness of participation, we concluded their needs and those of Road & Bridge are very different. To accomplish the directives of 911, Road & Bridge would need to answer to the 911 Board. By law Road & Bridge answers only to the Commissioners' Court, and can not be under the direction of any other political appointees. Therefore, we feel it would not be in the best interest of Kerr County Road & "- Bridge to merge computer needs with 911 at this time. We ask the Court to approve the use of FEMA Funds for the capital purchases needed to implement the Municipal Management System. MEMORANDUM -- TO: Commissioners Court Fi~OM: Leonard Odom, Jr., Road Administrator DATE: March 2, 1993 RE Municipal Management System The Texas A & M Engineering Extension Service has a public access program called Municipal Management System that would help to improve our productivity in the following areas: 1. Equipment a. Automatic scheduling of repairs & inspections b. Inventory of all parts and equipment c. Fuel use d. Warranty information e. Reports of repairs and cost effectiveness 2, Signs a. Placement 1) ~By road name 2} Date 3) Court Approval b. ,Maintenance schedule -- c. Inventory of signs 1. On-road 2. In-house d. Reports of sign maintenance and cost effectiveness 3. Road Surfaces a. Road inventory 1) By name 2) Condition 3) Maintenance done and cost effectiveness b. Condition survey c. Reports of the recommended repair strategies d. Budget reports Attached is a fist of equipment need, and some sample reports from this system. If we had the equipment to implement this program, TEEX would help us set it up, teach us to use it, and possibly use Kerr County as a teaching center for other Counties. This would give us ,an excellent opportunity to show the rest of the State what can be accomplished when the Commissioners work together in sr~pport of a unit road system. We have funds available from FEMA to cover these expenditures. However, Tommy Tomlinson tells us capital purchases from FEMA finds must be approved by the Commissioners Court. At this time, we ask the Commissioners Court to allow us to r' make the capital purchases needed to implement this prnciram.
