Leonard Odom, Jr., Road Administrator DATE May 4, 1993 RE Accepting Roads for County Maintenance Ken County has not updated its policy for accepting roads since 1986. As Kerr County begins renewed development, you are all being approached by individuals to improve the non-county roads. Because federal funded loans aze not available to landowners unless there is access to a County Maintained Road, this pressure will only increase. As much as we would like to make every road a County Maintained Road, it is trot ssible with the current Road 8t Bridge budget. To better serve all of the citizens, there are a number of possible options: 1) Adhering to the guidelines currently in place that aze shown on the attached Court Order #16776 passed in 1986 for roads put in before 1984, and using the Subdivision Rules for those built after 1984. Leaving it up to the landowners to meet County standards. 2) Using the attached Attorney General Opinion as an option of assessing the cost of repairs to the landowners. (Example: Valle Vista has 7 of its 24 landowners requesting 1 /2 of the roads be accepted for County Maintenance. All of the roads in the subdivision need approximately $9,000 to make them acceptable under current Ken County standards, resulting in an assessment of $385.00 per property owner.) 3) By having the Court set aside $ each year in a line item to be used for non-county roads to be acquired and used in the following way: a) The residents pay for material to bring the road up to standard, (i.e. base, emulsion, and aggregate) placing the money in escrow. b) The Court would then decide if the road should be accepted and construction paid for out of this fund. _. c) If the Court accepted the road, then the Road & Bridge Department would either do the work, or contracted it out of this budget line--up to the amount allocated each year, if they did not, accept the road, tt~e escrow funds would be returned to the landowner.
