Leonard Odom, Jr. DATE: October 5, 1993 RE: Split Rock Drainage Project Attached is a letter from the Texas Department of Transportation outlining the drainage project at State Highway 27 and Split Rock Road and a flyer draft. This letter confirms the information we brought to the Court earlier this year, and ask that a flyer be delivered to the residents of Sunny Acres Subdivision. We ask that this letter be added to the Court records for future reference. Road & Bridge will perpare the flyer using Franklin Johnston's signature block and deliver it to the residents. Stacy Kerr County Judge Kerr County Courthouse Kerrville, Texas 78028 Dear Judge Stacy: At the request of the county, our office has studied the drainage at the intersection of SH 27 and Split Rock Road and has prepared plans and recorrxnendations which may partially alleviate the drainage problems experienced by residents of Sunny Acres Subdivision. Before construction begins, we felt it was important for your office to realize the limitations of the design we have proposed. The design as proposed, would handle a 10 year frequency storm. In practical terms, this means there is a 10 percent chance that the design capacity of the system will be exceeded in any given year. When the capacity of the system is exceeded, water will return to its historic path, and flooding of residencies will occur as it has in the past. In order to provide the residents of Sunny Acres with accurate information as to what this project will accomplish, and what the potential drawbacks are, we are asking that the enclosed flyer, or one similar, be delivered to all residents of Sunny Acres Subdivision. Before construction begins, in order to prevent unrealistic expectations, we felt it was important for you to realize the limitations of the design that TXDOT has proposed. The design as proposed, would handle a 10 year frequency storm. In practical terms, this means that there is a 10% chance ^ that the design capacity of the system will be exceeded in any given year. When the design capacity of the system is exceeded, water. will return to its historic path, and flooding of residencies will occur as it has in the past.
