HEADWATERS UNDERGROUND WATER CONSERVATION DISTRICT The District request the County Commissioners' and it's court that the District be granted the right to join with the county in the county's May 1, 1993, election and have the matters the HUWCD Board is required by statute to have either placed on the same ballot used by the county or a special ballot; further, the District requests use of the same precincts and polling places and ballot boxes for the election as to be used by the county so they meet the needs of all voters including early voters. The District requests that the same election judges and clerks utilized in the election by the county be utilized by the District and that the county clerk also serve as the early voting clerk. Headwaters Underground Water Conservation District 215 W. Water Street Kerrville, Texas 78028 February 23, 1993 Kerr County Commissioners Court Kerr County Courthouse Kerrville, TX 78028 Gentlemen: Pursuant to the provisions of HB 1463 which created the Headwaters Underground water Conservation District ("District"), Kerr County, Texas, on May 1, 1993, an election is to be held in Kerr County, Texas (the Water District boundaries) for the election of two (2) Directors who shall each serve two (2) year terms and three (3) Directors who will each serve four (4) year terms. Thereafter, on the same date in each subsequent second year, the appropriate number of Directors shall be elected to the Board. The Initial Board shall call and hold an election to elect five (5) Directors and vote on all other matters the Initial Board is required by statute to have on the ballot. The District does not have funds with which to conduct the election. The District requests of the County Commissioners and its Court that the District be granted the right to join with the County in the County's May 1, 1993 election (the "election"), and have all matters the Initial Board is required by statute to have on the ballot, either placed on the same ballot used by the County or a separate ballot. The District requests use of the same precincts and polling places and ballot boxes for the election as to be used by the County so to meet the needs of all voters, including absentee voting. The District requests that the same election judges and clerks utilized in the election by the County be utilized by the District and that the County Clerk also serve as the absentee voting clerk. The District also requests contracting the County Commission- ers to canvas the vote. Further, the District requests that Kerr County, through its duly authorized person(s), separately and/or by joining with the District, make timely application with all proper authorities, to hold this joint election, the costs of such filing, if any, considered as an election expense.
