The Presiding Judge of each precinct shall appoint no[ less than two qualifted election clerks to serve and assist in conducting said election; provided that if the Presiding Judge actually serves as expected, the Alternate Presiding Judge shalt be one of such clerks. 4. Early Voting. Early voting shall be conducted by personal appearance and by mail. Early voting by personal appearance shall be at the Kerrville Municipal Auditorium, 910 Main Street, Kerrville, Texas 78028. During the period early voting is required or permitted by law, being Wednesday, November 24, 1993, through Friday, December 10, 1993, the hours designated for early voting by personal appearance shall be from 8:00 A.M. to 5:00 P.M. on each day except Saturdays, Sundays and legal state holidays; and the early voting clerk shall keep said early voting place open during such hours for early voting by personal appearance. Applications for early voting by malt must be received by 5:00 p.m. on Tuesday, December 7, 1993 at the following address: Ms. Patricia Dye, Early Voting Clerk, Kerr County Courthouse, 700 Main, Kerrville, Texas 78028. 5. Early Ballot Bonrd. The early voting clerk on said election shall be Patricia Dye. An early ballot board is hereby created to process early voting results, and William W. Marten is hereby appointed the presiding judge of said board. The presiding judge shall appoint at least two other members of the board. 6. Electors. All resident, qualified electors of the County shall be entitled to vote a[ said election. 7. Official Propositions. At said election the following PROPOSITION shall be submitted in accordance with law: PROPOSITION "Shall the Commissioners Court of Kcrr County, Texas, be authorized to issue bonds of the County, in ane or more series, in the aggregate principal amount of $6,800,000, with the bonds of each such series or issue, respectively, to mature serially within a period not to exceed 40 years from their date, and to be sold at such prices and bear interest at such rates as shall be determined within the discretion of the Commissioners Court, for the purpose of constructing and equipping a new jail and purchasing land related thereto and for the purpose of renovating, improving, and equipping the existing county jail for county offices; and shall the Commissioners Court be authorized to levy and cause to be assessed and collected annual ad valorem taxes on all taxable property in [he County, in an amount sufficient to pay the annual interest on said bonds within the limits provided by law and provide a sinking fund to pay said bonds at maturity?" 8. All election materials (including notice oC the election, ballots, instruction cards, affidavits, and other forms which voters may be required to sign) and all early voting materials shall be printed in both English and Spanish, or Spanish translations thereof, and/or other assistance shall be provided, as required by the Texas Election Code and the Federal Voting Rights Act of 1965, each as amended. 11. Notice. Notice of said election shall be given by publishing a substantial copy of this Order on the same day in each of two successive weeks, with the day of the first publication being not more than 30 days and not Icss than 14 days prior to the date set for said election. It is hereby found and declared that the Kerrville Daily Times is a newspaper of general circulation published within the County. Notice shall also be given by posting a substantial copy o[ the Order at three (3) public places in the County and also at the Kerr County Courthouse on the bulletin board used for posting notices of the meetings of [he Commissioners Court not later than the 21st day before election day.
