AGENDA TOPIC During a Juvenile Board Meeting held on April 27, 1993, it was learned that the recently purchased building (Guadalupe Savings and Loan) was vacant and perhaps could be used to house the Juvenile Probation Department temporarily ar until completion of the Juvenile Detention Center. Chairman of both Juvenile Board and Commissioners Court, W. G. Stacy, and I viewed the second floor of that building immediately after the Juvenile Board Meeting and found it suitable to meet this Department's needs. The attached Texas Juvenile Probation Standards that was reprinted from the official Texas Administrative Code, Section 341.2(m) addresses the issue of minimum facilities. Comparing these requirements with our present facilities, we are not only not in compliance with the forementioned standards but also, prohibited from delivering the required quality services to our Kerr County youth. Speaking on behalf of the Kerr County Juvenile Board, it ie respectfully requested that the Juvenile Probation Department consisting of three officers, secretary, and a fer pieces of furniture be allowed to move to the second floor of the building located at 624 Jefferson Street and remain there until a completed Detention Center is constructed or further direction is received from this Court or the Juvenile Board. (H) The commission may remand any ap- peal to the board for further proceedings if the interests of justice so require. (I) The commission shall notify the officer of its decision in writing within 30 days after it has reached a decision. The juvenile board's acceptance of state aid represents its agreement to comply with the minimum standards and rules as formulated and adopted by the commission. (h) Accounting responsibility. The juvenile board shall assign accounting responsibility for fiscal affairs to an appropriate county or district fiscal officer. An annual operating budget shall be prepared and maintained in a manner consistent with standazd accounting procedures and shall be submitted to the commission. § 341.2. Local Juvenile Board Adminlstra- tion (a) Local juvenile probation service system. The juvenile board of the county is the statutory ad- ministrative authority and shall evaluate, monitor, and, when necessary, recommend modification of all functions of juvenile probation services, in accordance with the commission standards. (b) Juvenile service organization. The juvenile boazd shall ensure that each autonomous juvenile probation department is headed by a single ad- ministrative officer, who shall be responsible to the board. (c) Joint service organization. The juvenile board, when probation services for adult and juve- nile offenders are provided by a single probation office, shall ensure that the juvenile department policies, programs, and procedures are cleazly dif- ferentiated. (d) Local juvenile probation services adminis- tration. Unless a count}~s juvenile board statute provides otherwise, the juvenile boazd shall speci- fy the responsibilities and functions of the juve- nile probation department as well as the authori- ty, responsibility, and function of the position of the chief administrative officer. (e) Local management. The juvenile board shall ensure that the chief administrative officer devel- ops and maintains an administrative manual which includes policies, procedures, and regula- tions of the juvenile probation department as well as a current organizational chart depicting struc- ture, lines of authority, and responsibility. (f) Fiscal policy. The juvenile board shall promulgate written fiscal policies and procedures to be followed by the designated fiscal officer. They shall include, at a minimum: internal con- trols, petty cash, bonding, signature control of checks, and employee expense reimbursement. (i) Fiscal responsibility. The juvenile board shall ensure that commission funds are retained in a special fund in the designated county depository, or in instances of multicounty jurisdictions, in the depository of the most populated county, to ensure security and sepazate accountability. The juvenile boazd shall furnish annual fiscal audits of local funds and state aid funds to the commission. (j) Surety bond. The juvenile boazds shall en- sure that all public monies are protected by re- quiring that all employees with access to monies are covered by surety bonds. (k) Independent audits. The juvenile board shall provide and submit a fiscal audit of program expenditures to the commission following comple- tion of the contract period. (1) Financial and statistical records. The juve- nile board shall ensure that juvenile probation departments retain pertinent financial and statisti- cal records, documents, and papers as required by the commission and submit periodic financial and statistical reports to the commission. -n a-f .. . >tR: (n) Contracts for services to juveniles. The juve- nile board shall encourage contracts with private agencies for community residential services and community nonresidential services.
