Holekamp Commissioner Bruce Oehler Gentlemen: The Kerrville Little League is about to announce a capital im- provement project for the upgrading of the current Little League facilities and for the construction of three new playing fields. As you are aware the current Kerrville Little League complex is located on Kerr County property at the corner of Spur 100 and Highway 27. The current property is leased from Kerr County under a long term lease for a nominal annual rental. This current site is part of a larger tract of land that the County owns at this location. The Kerrville Little League would like to request that the Kerr County Commissioners grant the Kerrville Little League an option to lease the balance of the above mentioned to property under the same terms as the present lease, The option would be for a period of three years. If during this three year period the Kerrville Little League wants to begin construction of additional facili- ties, then a lease covering the balance of this acreage would be granted to the Kerrville Little League for the same terms as the lease covering the present Little League facilities. The current plans are to build three new playing fields; a senior league field, a softball field, and a major league field; a storage facility; restrooms; and a concession stand. All con- struction costs will be paid by the Kerrville Little League. The above facilities it is estimated will require approximately ten acres. It appears the tract of land under consideration covers about fifteen acres. The acreage not required for the above facilities will be used for parking and practice fields and it should be noted that the creek that runs through this property utilizes the majority of this additional acreage. At the present time the Little League does not have facilities for the senior league or girls fast pitch softball. Hence at the present we must utilize other facilities in the Kerrville area. The use of these other facilities presents scheduling, safety, access, and transportation problems. Both of these activities are gaining in popularity and in fact girls fast pitch softball has become a new UIL sanctioned high school sport. The Kerrville Little League has already added girls fast pitch softball to our program. Now we need the facilities to fully integrate this addition into our overall program. These new facilities will benefit all of Kerr County. At the present time youth from Comfort, Center Point, Kerrville and the surrounding areas all participate in the Kerrville Little League. While the western portion of the Kerr County participate in the Ingram Little League, these new facilities will enable the Kerrville and/or Ingram Little League programs to host district and regional tournaments. These tournaments provide an economic benefit to the entire county. We realizes that this is a very significant request. However, the benefit to the Kerr County and the community is equally signifi- cant. Little League is a great program for the youth in our community and is committed to helping our children become dedi- cated and responsible members of Kerr County. This trend is continuing with this years youth participation at an all time high. Last year the final count on the number of children playing little league was 523 children playing on a total of 39 teams. This year the number of children playing has increased and we anticipate to have a total enrollment of about 600 children playing on 48 teams. A description of these new facilities is listed under the short term and long term projects set forth in this brochure. The Kerrville Little League has a strong and successful tradition and upon completion of this ambitious project we will have a truly first class Little League complex. Little League is a great program for the youth in our community and is committed to helping our children become dedicated and responsible members of our community. Leadership, teamwork, sportsmanship, respect and competition are all components of the Little League experience. So, as you can see, the entire community benefits from a strong and successful Little League program. This year's addition of girls fast pitch softball will expand the reach of our program further than ever before. On the current AAA minor league field we plan to upgrade the existing lighting. We also plan to upgrade the concession stand, parking lot, restrooms, and batting cages. Finally we need a lawn tractor and related attachments for field maintenance. LONG TERM NEEDS 1h'e plan to build three new fields in the following order of priority: A senior league field, a softball field, and a major league field. At the present time we do not have a senior league field and have to use the field at Schreiner College or Tivy High School's Antler Field. Both of these alter- natives present scheduling and access concerns, inconvenience, and inability to host tournaments. This is the first year we are offering girls fast pitch softball and all indications are that this will be a popular sport. At the present time we will use other fields in Kerrville to host this sport, but we feel it would be much better to build a softball field at the Little League Com- plex. This will allow better utilization of the facilities at the complex and assist in safety and maintenance. We currently have one major league field. A second field would help accommodate growth, improve scheduling and allow Kerrville to host tournaments.
