HOLEKAMP COMMISSIONER, PCT. 3 BRUCE OEHLER COMMISSIONER, PCT. 4 Kerr County and the City of Kerrville have agreed on a 21 acre site currently owned by the City. This site will be platted for detention facilities and all permits will be required prior to the Bond Election set for December 14th, 1993. Kerr County will hire an architect on September 28th, 1993, to proceed with the site plan that is required for platting approval. Bob Henderson, with Rausher Pierce, is under contract by Kerr County to represent us as Bond Consultant. The Temporary Detention Facility for 48 prisoners should be complete by mid-December if plans for that facility is approved by the Jail Commission and project can go out for Bids. Estimate and completion is 45 days once contractor gets bid. The additional jailers have been approved and added per Jail Commission request. (See letter from Auditor) . H. The following three (3) reasons are the justifications for our request: 1. The astronomical amount of $140,000.00 projected cost to upgrade our present smoke removal system as presented by Architect Rex Martin. 2. An Emergency Plan Agreement with City Fire Marshal Keith Spenrath has been put in place and tested as attested to by attached letter. 3. The Commissioners' Court attached Statement of Intent to build a new detention facility with 192 beds and law enforcement center with the City of Kerrville and to proceed with the temporary facility housing 48 prisoners. Prior to the drill being conducted, cell block A was cleared of all prisoners. Other than this, all other actions and procedures for a fire emergency in the facility were not changed. A 3 minute smoke bomb was placed in the center bed area of said cell block. Your staff member stayed in the cell and acted as a prisoner. He advised the control room that there was a fire in that area. The jailers then activated the fire alarm notifying the fire department. One hailer then donned an air pack and accompanied by another jailer with a fire extinguisher proceeded to locate the fire and evacuate the would be pprisoners into the opposite side of the jail which is separated b a fire wall. Upon finding the fire simulated cell the bedroom door was closed as was the cell block door. This was achieved in approximately one minute. then the jailer with the air pack met the fire department at the stair well. The fire department waited one and a half minutes in the parking lot before entering the jail which was to simulate the response time. This will normally be about one minute, however more time was allowed to take into consideration for heavier traffic etc. that may be experienced. At this time the smoke was still confined in the bedroom area of the cell. A very light smoke could be seen in the day room of the cell by the time the first in fire units were in the hall of cell block area. The first smoke ejectors were in place and operating approximately three and one half minutes after the fire alarm was activated. The smoke was directed outside by means of the recreation room. Due to the directional control of the smoke, which was greatly exaggerated from what would be experienced from a fire with the fuel loads available, the remainder of the hall was never impassable or a hazard. The entire exercise was completed with all smoke residues eliminated in approximately eight minutes. It is the opinion of this department that with the liven fuel loads and studying possible emergency scenarios inside the jail, the emergency plan with slight revisions can provide for the safety of the prisoners and the jail facility until the new facility is constructed. i> FIRE DEPARTMENT 212 A Street • Kerrville.
