Central Expressway Suite 231 Dallas, Texas 75243-6608 (214) 349-1954 REF: Request for Proposal for Corrections to the Jail Smoke Removal and Detection Systems °" Dear Sheriff Kaiser: Smoke Detection and Evacuation in County Jails across the State of Texas has been the °' number one cause for failure to achieve certification by the Texas Commission on Jail Standards since the implementation of standards. The original issue described detection and removal in simple laymans terms identifying only required air changes per hour and specified the use of Ionization type detectors. These original standards eventually proved inadequate and have been under scrutiny and revision to this date. Essentially the standards at that time addressed the needs of small simplistic lock-ups that could have met smoke evacuation ._. requirements utilizing portable fans plugged into an emergency electrical supply. In 1979, Dallas County embarked on construction of the Lew Sterrett Justice Center near ~. downtown Dallas. Sterrett would become the first large new urban County Jail to be designed, constructed and operated in accordance with the newly published Jail Standards. Completed in 1983, Sterrett was hailed as a model "state of the art" facility utilizing the latest in technology and correctional concepts. It's smoke removal and detection system was one of the most advanced and sophisticated systems yet constructed however, it failed in it's initial test by the Jail Commission. A team consisting of Architects, Engineers, Construction Managers and Representatives of the Jail Commission, County Fire Marshall and Sheriff's Department set out immediately to identify and correct the problem. This Team was lead by Architect Dave Patton of Dahl Architects,lnc. and Engineer Clare Bailey of Hector Gomez Engineers, Inc. During the course of it's investigation the team uncovered deficiencies in the basic concept of smoke detection and evacuation and in the Jail Standards requirements. The evaluation procedures utilized by the team included such drastic measures as setting live fires in the jail under the direction of the County Fire Marshall. At one point, Architect Dave Patton actually •° invented and constructed a sophisticated air sampling system utilizing a laboratory vacuum pump. In the end, a great deal of knowledge was attained by the team, Lew Sterret's systems were corrected with minor modifications, the process of re thinking the Jail Standards was begun, and, Lew Sterrett became the state's first large jail to fully comply with and be certified by the Jail Commission. It has subsequently been certified every year and, to our knowledge is still the only large jail in Texas to be certified by the Commission. HGE May 21, 1993 ~-- Page 2 ,.. In regard to the problems faced by Kerr County, one must recognize that design of these systems is still not an exact science. Air movement within a building is not a simple matter of calculating cfm's. A cursory review of the drawings provided on the Kerr County Jail ,_, indicate several areas of concern including exhaust air capacity, make up air capacity, condition of existing ductwork, air leaks at pipe penetrations in walls, sealing of the return air plenum, type and placement of detectors, and control sequence of fans and dampers. The design of corrective measures for this facility will require exhaustive physical inspection and testing in order to assure the best solution for Kerr County. Hector Gomez Engineers, Inc believes the current course selected by Kerr County of soliciting °` "Design/Build/Turnkey" proposal will produce only more "finger pointing" and will not achieve the stated goals. Hector Gomez Engineers, Inc believes that Clare Bailey and Dave Patton have combined knowledge and experience in this matter to assure the best solution for Kerr County and would like to propose the following alternative plan: (a copy of Mr. Bailey's and Mr. Patton's resumes is attached) 1. Kerr County forms a "blue ribbon" Committee to oversee the necessary corrections to the Jail consisting of a representative from Commissioner's Court, Public Works, Sheriff's Department,Fire Marshall and a prominent local Building Contractor. 2. Hector Gomez Engineers, Inc provides the services of Clare Bailey and Dave Patton to act as "Special Masters" for the committee to specifically identify and quantify the problem and solution to corrective actions required. ,_ 3. Based on the findings of this committee, Hector Gomez Engineers, Inc will prepare sufficient documents to specifically state the requirements of a new RFP such that competitive pricing will allow the committee to compare "apples to apples" and accept the most advantageous proposal. 4. Mr. Bailey and Mr. Patton will assist the committee in developing a budget for the total cost of corrections for approval by the Commissioners Court. 5. As "Special Masters", Mr. Bailey and Mr. Patton will assist the Committee in soliciting, interviewing and recommending qualified proposers, and, selection '"` of the most competent team. 6. Mr. Bailey and Mr. Patton will continue in their role of "Special Master", inspecting the design, construction and testing of the corrective actions and reporting to the Committee until the Jail is certified. -- 7. Mr. Bailey and Mr. Patton will assist the Sheriff's Department in proper training and procedures for operating the system and development of a periodic maintenance and testing program. 8. Mr. Bailey and Mr. Patton will remain on call for any problems that may arise after final acceptance to assist in their correction and will participate in the HGE May 21 , 1993 Page 3 following annual testing to assure warranty requirements for materials and workmanship have been met. Our experience has included the development of facilities for both the courts themselves as well as related office functions. Our overall correctional experience, fum and individual, represents overall 100,000 beds planned, designed or constructed by members of the firm. Achieving optimum design quality consistent with acceptable fast cost and operating costs "' is our major concern and will be our key objective throughout the design process. Vitetta Group through a combination of experience, creative techniques, and the latest technical information concerning state-of-the-art materials and methods, will develop alternative solutions and document recommendations for review. This creative effort focuses on eliminating or modifying design options that add costs to the project without adding to its function or value. We have addressed the following design issues which demonstrate our competence, knowledge and experience in ,_ developing successful design solutions. Smoke Detection and Evacuation Systems Design Life safety in existing correctional facilities presents a special challenge to the designer. Life safety in confinement facilities today involves movement of inmates to safe havens within the second perimeter rather than evacuation. Local fire officials who have not dealt with this issue may need ... to be educated and appeals may be involved. These issues must be resolved early in order to maintain project cost and schedule. A facility of this type has special needs for smoke detection and evacuation systems. Detention facilities aze often considered windowless due to the difficulty of providing operable windows or tempered glass that is able to be broken out by fire fighters. The windowless building building has the requirement to provide smoke control. This is accomplished by first treating each housing unit as a single air handling zone. A combination of duct mounted smoke detectors and azea smoke detectors, typically in housing unit day spaces, aze employed. When the detectors sense smoke they cause the HVAC system to function in the smoke evacuation mode. This smoke mode has the HVAC system return fan exhaust all of the air from the space while the supply fan provides 100% outside au• to dilute and evacuate the smoke. The smoke evacuation system is also interconnected with the fire alarm system such that when a manual pull station is activated, or a sprinkler system begins to flow, the system goes into the exhaust mode. Often an extra exhaust system is provided '"' within the dayroom to take advantage of the height of the dayroom and the natural smoke trap that they often become. The smoke evacuation mode of operation is automatic but can be provided with a time delay to reduce nuisance alarms. Also, it is given the ability to be manually operated at a central fire command center where fire fighters would come to read the fire alarm annunciators and the smoke r fan status lights and selector switches. Our engineers have completed a review of the existing design and our Project Manager attended the site visit on May 11, 1993. We aze very confident that a solution can be obtained to receive '- approval from the Texas Jail Commission. 9 VITETTA ~ GROUP ARCHITECTURF. 1 ENGINEERING !1 PLANNING 1 INTERIOR DESIGN Section Five: Personnel and Commitment Over the past several years, over 96% of the projects undertaken by Vitetta Group have been completed by the same key staff who started them. Our success in maintaining continuity is attributable to several factors. • Commitment to Principal Involvement includes a Principal who has been with the firm for several years and has ownership in the firm and the project as an active member of the Team. • Developing project based teams rather than organizing our firm on a departmental basis, not only benefits the project in terms of continuity among team members, but has the added benefit of improving staff morale and contributes to longevity with the firm as evidenced by our low turn-over rate. • The basic stability of our firm; over the past five yeazs, while many firms have been forced to downsize and restructure due to economic conditions, Vitetta Group has continued to grow and expand, from a staff of 159 to current staff of 216. In fact, during this time, Vitetta Group opened our Houston office and has enjoyed stability in this challenging mazket.
