Lackey, Comm. Prect # 2 and the following proceedings IN 5F'ECIAL WORKSHOP' SESSION ON with the following Officers # 3 - Rbsent were had: 1.1 Discussion of Resolution requesting State Representative Harvey Hilderbran to provide enabling legislation authorizing the Kerr County electorate to vote on acceptance of a 1/4 cent sales tax for• offsetting the amortization cost of financing a Jail/Justice Center. A discussion was held by the Court on the 1/4 cent sales tax and a resolution presented to the Court 6y Ex-Commissioner Holland. Commissioner Holekamp would like for representative Harvey Hilderbran to take a stand on the resolution of i/4 cent sales tax. Commissioner Lehman has been asked why he wants to raise taxes. I don't want to raise taxes but if this is the only solution then we should. I do support talking to Representative Hilderbran. I am not convinced that the public voted against the .jail. There were some things mentioned to me such as the public not being aware of where the jail would be built or whether it would be on real estate owned by the county or elsewhere. We are spending tax payers money housing prisoners out of county. Joe McPhaul - Thanked the Court for the opportunity to speak. He was on the last Jail Committee which did a study some years ago. The people voted the jail down in every precinct so why not let this issue die. I think we can get along with what we have and a majority of the people here are retired and are living on a fixed income. To build another ,jail would only put a burden on some of these people. Tommy - I remember when we were talking to the Bond Council that it was under his advisement that we not do the 1/4 cent sales tax for fear of a roll back. The interest on a bond would be more costly if the sales tax were used for a bases. Judge Rbles stated that the State does want to change penal code. I can't see anyone fighting for the Counties except for Texas Assocation of Counties (TAC) and they will fight tooth and nail. I don't see any legistature doing any fighting. PAGE 848 Commissioner Oehler stated that at the time it was put on the ballot operational cost was discussed there was nothing hidden. It is har^d to inform the public. No one asked us to do anything or we would have had more talks. Tommy stated that he and the Sheriff had done some figures of his own to project the operating cost. But safety was a big issue with the public not the expense of it. Sheriff Kaiser stated that she felt we had not had enough time to inform the public, on the issues. We ar^e getting to the point now that it doesn't matter whether or- not HB 93 does reimburse we are still needing the additional space. Mr Holland stated that his main reason for coming before the Court was this county is growing and is going to continue to grow. Rep Hilderbran has told me he will support the decision the Court makes and will suppor^t it through the legislation. We need to be planning further down the road. Rep. Hilderbran will support a resolution of 1/4 cent sales tax if there is a terminating clause. a~a~8,2 ITEM 1. :? DISCUSSION OF RECOMMENDATION OF RRCHITECT IN REGARD TO THE KERR COUNTY RDMINISTRRTIVE BUILDING AND COURTHOUSE SPRCE USRGE. Commissioner Holekamp whatever we do is based on what is best for Kerr County. Look at overall picture and space of Rdministrative Building bottom floor and additional space. Personally I feel this would be better for the older population. The other building would be mar^e accessible. If we make the decision of the T/R Office moving to the Administrative Building then we accommodate the her. Sher^iff's Office would move into the T/A Office and the Ruditor^ and the Treasurer would move there also. We are not setting anything in stone. Architect sees the Tax Office being a separate entity. Paula wanted to know the cost projection for renovation of Administrative Building and was given a figur^e of f55,000.00 total. She discussed her office set up now and the comp~.ater usage of updating records and whether she would have the opportunity to load her^ software on because not just anyone can load her work on. She stated that you have to work in the Tax Office to be able to know what you need for her• repor^ts to the State. Microfilming was another subject she touch on for^ her^ old records which won't free much more space but this is a necessity due to the records slowly fading away.
