ORDER N0. 21275 RPPROVAL OF INTER-DEPARTMENTRL TRANSFERS IN THE KERR COUNTY SHERIFF'S OFFICE On this the 26th day of January 1993, came on to be consider^ed by the Court the inter-departmental transfer of Robert L. Brown to Step 20, Grade 2, and Gary Chapman to Step 17, Grade 3. Upon motion made by Commissioner^ Holekamp, seconded by Commissioner Oehler, the Court voted by a majority vote of 3-1-0 with Commissioner Lehman voting Nay to approve the Step and Grade of Gary Chapman at 17/3 and a second motion was made by Commissioner Lehman to approve the ,- Step 20, Grade 2 for Robert L. Brown but failed for a lack of ~~ a second. ~~a~s-. ~ ITEM N0. 2.3 CONSIDERRTION OF THE TOWNCREEK ERST REDEVELOPMENT COUNCIL OPPOSING THE SITE OF THE JUVENILE DETENTION CENTER AND TO PROVIDE RLTERNATE SITES FOR THE CENTER. Richard Venzor and Laressa Smith presented a letter to the Court requesting an alternate site other than Schreiner and Hays Street. The three alternate sites were to bring the present Detention Center^ up to fire code standards; County Property on Spur laa next to Rg Barn; and the Proposed site of the County Jail. There was a petition signed by 94 Kerr• County Residents and more to come at a later date, opposing the site of the Detention Center. We are willing to work together to came up with a solution that will work with everyone. PAGE 854 Simon Harris spoke to the Court and presented some disadvantages and advantages. The disadvantages for• a remote site would be: We would have to transport juveniles to the site; It would make it difficult for the parents to get to see there children „ there would also be liabilities going to and from the location for the county. The cost for the taxpayer would be half of the amount of a bond issue. The positive comments: It would make it easier for a parent that does not have a vehicle, to get to see their child. These children are not criminals they are children that have some problems. You reduce the liabilities by not having to transport children. The Property is already owned by Kerr County and that would be an expense that would not be incurred. The real estate may rise in price due to the building being built and it may boost the prices of surrounding properties. The children are not un-supervised. Commissioner Holekamp stated he had some phone calls stating that they would rather have a pretty building sitting on that piece of property instead of the weeds that are presenting growing there. Mark Shaw spoke and said he lives in this same neighborhood and this group claims they are speaking for• the residents. They ar^e not speaking for me. It is always one family that i_ has complaints. They do not represent me and I think the County should give the people the opport~snity to say what they would like to say about this issue. Commissioner Lehman stated that they would work with the group in trying to resolve the problem we are having. This building does look like a residential building and it would probably raise the real estate value for the better. ORDER N0. 21278 CONSIDERATION OF LERSE TO THE KERRVILLE LITTLE LER~UE On this the 26th day of Januar^y 1993, upon motion made by Commissioner Holekamp, seconded by Commissioner Lehman, the Court unanimoumly approved 6y a vote of 4-0-0~ to refer the lease to the County Rttorney's Office and come back to the Court with their recommendations to be put back on the next agenda. pR6E 855
