Stacy, County Judge, Ray Lehman, Commissioner Grect # 1, T. H. Lackey, Commissioner^ F'r^ect # ~, Glenn I{. Holekamp, Commissioner F'rect # 3, and Bruce Dehler, Commissioner F'rect # 4 and the fallowing proceedings were had: Rn open meeting was held concerning the following subjects. Item 1.1 Discusss estimated Revenues and Expenditures for- the Fiscal Year 1993/94, and Budge request reviews. Commissioner^ Holekamp addressed the court with the total increase of the budget being 55X knowing rollback rate is 8X. Capital Outlay items totaled to about E270,000.00, and we felt that some of these items could be put on time warrants. No chairs or Desks are to be put on time warrants. We have tracked what has been spent. Salaries and/or Capital Outlay are the only place you can c~.tt back on. This is what we are trying to get at today. On July Sv, 1993 we should receive the certified appraisal review from KCRD. We hope to have the complete budget filed with the County Cler^k's Office by R~_igust. In Rugust we will decide the tax rate. We would like to give some pay increases but we don't know haw much this will be. We would like to plug in 1X to 3X incr^ease to see ~, what we can work with. R discussion was held regarding Road and Bridge Department's budget line item per line item and they are to come back to the Court with the results of the discussion. CDMMISSIONERS' COURT RECESSED RT 15:10 F'. M. COMMISSIONERS' COURT RECONVENED RT 5:00 F.M. WITH R Fr^esentation by Wackenhut regarding pr^ivatization of jails. F'aul E. Bailey and Ronald D. Champion made the pr^esentation to the Co~.trt. Mr^. Bailey stated that they were here to answer^ any questions the Court may have for them. Mr. Bailey and Mr. Champion gave a resume of there qualifications and experience they have in pr^ivatization of jails. They have five facilities in Texas, San Antonio, Kyle, Lockhart, Fort Worth, and Richport. The County and Wackenhut generally become partners wanting to reach the same goal which is space for prisoners. The financing is done by Wackenhut and they build as to what the County needs ar^e. The County would find a location and they would build on that location. The Facilities Corporation contr^act with Wackenhut for lease purchase plan. They wo~.ild use revenue bonds, not tax obligation bonds. We look at this line by line and we all become intimately involved. Kerr County would have the option to buy out contract at anytime.
