~~ COMMISSIONERS' COURT CONVENED IN SPECIAL SESSION ON T~_iesday, August 17, 1993 with the following Officers present: W. G. Stacy, County Judge, Ray Lehman, Commissioner Pr•ect # 1, T. H. Lackey, Commissioner Prect # ~, Glenn K. Holekamp, Commissioner Gr•ect # 3, and Rr•uce Oehler, Commissioner F'r-ect # 4, and the following proceedings were had: Judge Stacy Opened the meeting at 5:30 F'. M. and called for Executive Session at 5:35 P. M. Executive Session ended at 6:30 F.M. with no action from the session. Judge Stacy Recessed ~_~ntil 7:30 F'. M. at which time the Co~_ir•t held a joint meeting with the City of Kerrville r•egar•ding the new jail. Mayor Joe Herring called the meeting to order at 7:30 F'. M. and began with saying that our- main purpose tonight was to work together- as a whole concerning the new jail. This has been a big step that we have taken and it seems to be a good one. Mr. H~_iddleston addressed the panel stating there were several groups in the County that have expressed there opinions and explained that each one of the groups had a very valid point. There is a need for cooperation for City and the County. There will be a joint meeting at a later- date to '~ disci_iss the possible acquisition of pr•oper•ty and qualifications. The Sheriff and the City of Kerrville have agreed with the FiF'UB Site as being a workable site for both departments. There ar•e some time elements involved in holding an election in November-. This election may need to be held in January because of these time elements. The City of Ker•r•ville will post an agenda recognizing the two entities actions, with a member- of the planning and zonning committee to be incl~_ided, being Barbara Franklin, and cost of proposal to the City of Kerrville. The City of Kerrville's portion of cost would be the street improvements, water and sewer- lines on the property to be acquired. A memo was submitted to the Co~ar•t with some proposals this memo will need to 6e disc~.issed a little more. There will be same common spaces in the building that bother entities will share. A maximum of 30 days is needed for site selection. Planning and zonning will need about five weeks for- what they need to do. Both entities sho~_ild be able to make a decision by October 1, 1993, September 7, 1993 was discussed as a site locatior deadline. The City of Kerrville is to send a letter to Mr. Crump.
