Holekamp, Commissioner Pr•ect ;ommissioner• Prect # 4, and Ray Lehman, 1 - Absent and the following proceeding ~l'T~B. I An Open meeting was held concerning the Hill Country District Junior Livestock Show Inc. and the County Regarding the Hill Country Youth Exhibition Center. Commissioner Holekamp, asking what the Court wants to do as far- as funds for the Rg Barn. The Ag people want someone else to do the bookings for the facility and would like to turn this over- to the County. Right now there is an individual that is being paid (550.00 a month to do the reservations for the facility. Would the County like to have this individual continue to do the bookings? I personally think the jab will pay for- itself. This individual would only get paid by the month with no benefits. Does the County want to sign some agreement to fund facility? I think there should be a change for on-site supervisor. The supervisor should not be handling SWAP or Community Service Workers. The arrangement with the Sheriff and the District Judges is that Sill Ray has to supervisor Community Service Wor•ker•s. Tommy Tomlinson stated he thought we needed a revenue report of the Ag Rarn. Long Range plan are to expand convention ar^ea at a later- date. We need to work on arena area and parking area. The tables and chairs belong to the Ag people. We will need some type of use or lease agreement with 4-H. We will need to come up with some ideas about concessions and have bookings to be done by Chamber- of Commerce, payment to be received by the Chamber for the bookings. We need to ask about cost of operational expenses. COMMISSIONERS' COURT RECESSED AT 2:23 F'. M. ass 98.t COMMISSIONERS' COURT RECONVENED AT 5:15 G.M. AND THE FOLLOWING p'ROCEEDTNGS WERE HRD: A workshop was held between the Juvenile Board and the Commissioners' Court about the Juvenile Detention Facility. A proposal was submitted to the Coi_ir•t from Glenn T. Heckmann, of Recor• for a privatization facility. The Judge stated the Court would like a financial statement of the the company. They would also like to know what would happen if the company were to go belly up who wouold have the right to the facility? Mr. Heckmann indicated that the lending company would give the option to the County to buy the facility. Kerr County would not lose control of people coming into the facility. Judge Ables stated that he thought Recor would be willing to work with the County. We are at risk when we send our- people out of County beca~_ise of these children associating with the wrong kind of people. We will not make a final decision until all questions have been answered.
