Holekamp, Commissioner Gr-ect :ommissioner Prect # 4, and Ray Lehman, 1 - Absent and the following proceeding a~T~~, i An Open meeting was held concerning the Hill Country District Junior Livestock Show Inc. and the County Regarding the kill Country Youth Exhibition Center-. Commissioner Holekamp, asking what the Court wants to do as far as f+ands for the Ag Barn. The Ag people want someone else to do the bookings for the facility and would like to turn this over to the County. Right now ther^e is an individual that is being paid f55@, 00 a month to do the reservations for the facility. Would the County like to have this individual continue to do the bookings? I per^sonally think the jab will pay for itself. This individual would only get paid by the month with no benefits. Does the County want to sign same agreement to fund facility? I think there should be a change for on-site super-vicar. The supervisor should not be handling SWRP or Community Ser^vice Workers. The arrangement with the Sheriff and the District Judges is that Bill Ray has to supervisor- Community Ser^vice Workers. Tommy Tomlinson stated he thought we needed a revenue report of the Ag Barn. Long Range plan are to expand convention ar^ea at a later^ date. We need to work on arena area and parking area. The tables and chairs belong to the Ag people, We will need some type of use or lease agreement with 4-H. We will need to come up with some ideas about concessions and have bookings to be done by Chamber of Commerce, payment to be received by the Chamber for the bookings. We need to ask about cost of oper^ational expenses. COMMISSIONERS' COURT RECESSED RT 5:23 P. M. a~5 9S2 COMMISSIONERS' CDURT RECONVENED AT 5:15 P. M. RND THE FOLLOWING PROCEEDINGS WERE HRD: A workshop was held between the Juvenile Board and the Commissioners' Court about the Juvenile Detention Facility. A proposal was submitted to the Co~ar^t fr^om Glenn T. Heckmann, of Recor^ for a pr^ivatization facility. The Judge stated the Court would like a financial statement of the the company. They would also like to know what would happen if the company wer^e to go belly up who wouold have the right to the facility? Mr^. Heckmann indicated that the lending company wo+_~ld give the option to the Co+_mty to buy the facility. Kerr County would not lose control of people coming into the facility. Judge Ables stated that he thought Recor- would be willing to wor^k with the County. We are at r^isk when we send o+ar^ people out of County because of these children associating with the wrong kind of people. We will not make a final decision until all questions have been answered. PAGE 154 The beauty of it all is that we can decide at a later date if we don't want to do this. We have two options as Lease purchase or a Fer Diem, The only expenditure is per• diem, if you don't have any one in the facility you don't pay anything. State funds are sent through the Juvenile Roard to Recur Inc. What Recur is asking of the County is for• them to be the host of the facility. Mr. Heckmann was asked about location of the Detention Facility and he stated that they try to stay away from Schools, and basically on the out skirts of town. The Court would like to have a proposal to look over and have the County Attorney to look over the contract, The location needed would be a tract of approximately 5 to 10 acres of land, construction time would be appr^oximately E to & months.
