ORDER ND. 21662-R RPGROVRL OF F'ARTICIGATION IN PLRNNING OF CRERTION OF HILL COUNTRY TRRILS On this the 26th day of October^ 1993, upon motion made by Commissioner Lehman, seconded by Commissioner Oehler^, the Cour^t unani~ously approved by a vote of 4-@-@, to consider adopting a resolution par^ticipating in the study of the creation of Hill Country Trails and authorization of the County Judge on said resolution. RESOLUTION WHEREAS: the federal government has allotted 10 percent of Surface Transportation Grogram funds for what are known as "transportation enhancements", and these include provisions for pedestrian and bicycle facilities, as well as acquisition, preservation and restoration of significant historic properties and scenic outdoor^ sites; WHEREAS: These enhancement moneys are estimated to be 5191 million to Texas over^ the 6-year^ term of the authorizing federal legislation, known as the Inter Modal Surface ~, Transpor^tation Efficiency Act of 1991 (ISTEA>; DASE 227 WHEREAS: a non-profit volunteer^ organisation known as Texans for^ the LBJ Scenic Hill Country Trail has proposed a continuous pedestrian/bicycle/horseback pathway linking sites of scenic and historic interest in the Texas Hill Country; WHEREAS: Texas Department of Transportation requires a 2a percent local share of project funds, and such source of matching funds for this regional trail system has already been identified in programmed espenses of the City of Bustin, as well as other city and county governments; WHEREAS: participation in a regional plan need not cast Kerr County any locally expended funds, as the non-federal share of project casts is already borne by other partners; WHERER5; this proposed regional trail would extend fr^om San Antonio to Austin through Kerr^ville, Kerr County and other^ points of interest, including major state par^ks such as Kerrville-Schreiner, Hill Country State Natural Area, Blanco State Park, etc; WHEREAS; this trail would serve residents and visitors alike, benefiting their needs for safe non-motorized transportation, as well as healthful outdoor^ exercise and r^e creation; WHERERSa Kerr County seeks the promotion and preservation of the best of what the community has to offer, to both tourists and residents alike; WHEREAS: planning for the growth in such victors and new residents makes some new facilities necessary; AND NOW THEREFORE, RE IT RESOLVED, that the Kerr County Commissioners• Court approves of the planning for proposed LBJ Hill Country Trail segments within Kerr County, connecting with surrounding counties, and seeks funds to plan and execute its portion of this proposed regional trail system, from the ISTEA enhancement funds allocated by the Texas Transportation Commission.
