COMMISSIONERS COURT CONVENED IN SPECIAL SESSION ON Tuesday, ~i'" November 2, 1993 with the following Officers present: W. G. Stacy, County 3udge, Ray Lehman, Commissioner F'rect # 1, T. H. Lackey, Commissioner F'rect # 2, Glenn K. Holekamp, Commissioner F'rect # 3, and Rruce Oehler, Commissioner F'rect # 4 and the following proceedings were had: Item No. 2.1 Consideration of the Contract with the 4-H Horse Club regarding the outdoor hor^se area located on county property at the Rg-Porn facility. Commissioner Holekamp addressed the Court saying there were two groups in the audience r•egar•ding the outside arena. The Court gave permission to the Southwest Horse Club to use the facility during the I'.er-r County Fair at no charge on a one time bases. The Gourt hopes that we can come to some understanding between both Clubs. The Court would like to see this resolved. The 4-H Club stated that no one has ever been refused use of the arena. If it pretains to children they have no objections. The problem we had with the Southwest Horse Club was they are not a non-profit organization and they didnrt come to us for permission to use the facility. Commissioner^ Oehler stated that they are only trying to assure that Hill Country Youth be able to use the facility. The 4-H Club states they want that to, but if they start letting the public in to use the facility that it will be destroyed and they feel they have put time, effort and money into the arena to let this happen. The Southwest Horse Club was asked to be in the Kerr• County Fair• and the only thing the fair association did was provide the insurance used. It is the concensus of the Court that Laurinda Poyd, 4-H Youth Coordinator be the contact per^son for the use of the outside arena.
