Introduction Geographic Information System (GIS) encompasses the concepts of both automated mapping and database management and uses computer graphics to show spatial relationships of the information. GIS provides a vital tool for improved and expanded performance of job tasks and responsibilities of government, environmental, industrial and utility users. The most effective way to design a GIS is to follow a structured and phased approach. One of the most important fundamental phases is building the photogrammetic land base. Alamo Resource Conservation and Development Area, Inc. has put together partnerships of government agencies and private entities in six counties in Texas to acquire Digital Orthophotography for use in GIS. These cost sharing partnerships allow each partner to acquire digital orthophotography at a fraction of the total cost. Resource Conservation and Development (RC&D) The RC&D program was approved by Congress in 1962, PL 97-98, and is designed to provide resource development and environmental protection in a multi-county area. The Soil Conservation Service is responsible for administration of the program. The purpose of the RC&D program is to accelerate the conservation, development, and utilization of natural resources to improve the level of economic activity and enhance the environment and standard of living. The planning process is coordinated by a non-profit organization made up of community leaders within the area. The community leaders make up an area council that is the backbone of the organization. Alamo RC&D Area, Inc. Alamo RC&D Area, Inc. was approved in February 1991. It incorporated as a 501(c)3 non-profit, organization in January 1993. The Area consists of Atascosa, Bandera, Bexar, Comal, Frio, Guadalupe, Kendall, Kerr and Medina counties in South and Central Texas. The Area Council provides coordination for projects developed by resource committees from each of the counties served. The mission of the Alamo RC&D is to provide a focal point for local leadership to develop and implement strategies for the wise use, development and conservation of the natural resources within the Area. Project Proposal Alamo RC&D has agreed to act as the fiscal agent to purchase Digital Orthophotography for distribution to government agencies and private entities in Bandera, Comal, Guadalupe, Hays, Kerr and Medina counties. Alamo RC&D has secured bids to develop Digital Orthophotography that meet or exceed National Map Accuracy Standards (NMAS) at 1:24,000 and 1:12,000 scale made from NAPP photography. Alamo RC&D is proposing to provide Digital Orthophotography Quarter Quads (DOQQ) for the six counties on compact disks or 8 mm exabyte tape that meets 1:24,000 scale NMAS. DOQQs meeting USGS NMAS at 1:12,000 may be provided based on a cooperative agreement with USGS. USGS will be asked to provide quality control and quality assurance that the product received does meet NMAS. USGS will be asked to provide confirmation or rejection of DOQQs within two months of their receipt. Digital Elevation Models (DEM) that meet USGS NMAS at 1:24,000 and or 1:12,000 scale may be provided as part of this project based on the number of requests for the DEM. Contracting Alamo RC&D will develop and administer all contracting for DOQQ production. We ask USGS to assist us with contracting by • 3 supplying us with copies of any contractual agreements that USGS uses with DOQQ vendors as examples. Ownership Alamo RC&D and the County GIS Partnerships will have full ownership of all DOQQs produced by this project. USGS will, if they upgrade the DOQQs to 1:12,000, also have distribution rights. The scale of this product will be managed through Alamo RC&D Area, Inc. with proceeds to lie used to offset costs of future DOQQs. Time Schedule The DOQQ will be ordered on :7uly 1, 1994, with the first county to be completed within 16 weeks after acquiring NAPP photography, each additional county will be delivered on an eight week schedule. Letter of Commitment A letter of Commitment of funds is due to Alamo RC&D Area, Inc . by June 15th or after your June Board of Directors meeting. See Table 1 for estimated costs per county. It is suggested that you get a commitment or $500 above this amount in case the number of sharing partners decreases. Column H in Table 1 shows the individual partner cost for 1 copy of digital orthophotography on exabyte tape. Column F shows the cost on cdrom media. Payment Initial payment of 50 percent of the project cost will be required on the date the order is made. Full payment will be expected after the DOQQ's for each county are certified.
