David Motley addressed the Court stating that. he: felt Commissioners' Court should not get involved in the by-laws of the Kerrville South Volunteer Fire Department. Turtle Creek is providing a month to month service. There is a conflict between the Kerrville South Vo:iuntecr b'ire Department and the Community Arti.on Croup on the by-laws. Jeanne Douglas states that they are willing to work with the Community Action Croup hut. the changes that were done are items that the fire department can't live with. Mr. Pearson stated that the by-Maws ar.e different from what was di.scusserl in the joint meeting. Mr. Parsons rough draft on policies anti procedures and k>y-law:; were discussed with Susan F31oom of the Turtle Creek Fire' Department. If the Court wants an audit they are free to see it. Mr. Motley is right that Commissioners' Court doesn't have the right to dahb.le in the by l.txws of the department, The suggestion from the Court is to talk to David Motley and present the contract to him and then come back t.o the Court with the Contract.
