The information included has been developed after the meetings that have taken place during the past two months. We thank all the individuals who have taken the time out of their busy schedules to work with us on the development of this submission. Included in this material is the anticipated Project Schedule for '° the building. We would like to draw you attention in particular to this Schedule. As you will see, if all proceeds as shown, the Jail will be ready for occupancy some time around October, 1995. At present, the average daily population of the Jail is 123 inmates per day. We have estimated this to increase to 130 inmates per day during the latter part of 1995. Since the present Jail is certified for 63, everyone can readily see the need to proceed as s quickly as possible with the building program. The cost estimate shown ie just that - an estimate. While we feel confident that what we have submitted is fairly accurate, these costs are subject to a myriad of circumstances over which we have no control; one particular being the changes in costs due to the passage of tillle. This increase is recorded as 7,524 additional residents for an an nual growth rac e of 752 per year. The following County Population Projections are based on a continuance of this trend. The present incarcer ation rate of the C ounty is 3.05 i nmates per thousand population, which is somewhat less than the S tate average of 3.5/thousand. We have used the pres ent County rate as a starting point and h ave adjusted it upw ard at 0.09/yr. This adjustment is due to the projections th at the State av erage will ,_ reach 4/thousand by the year 2000. CODE REQUIREMENTS: Based on The Standard Building Code, latest edition. SECTION 405 Classification: Institutional, Restrained, Group I, Section 405.1. SECTION 412 Allowable Heights and Areas (Table 400) Institutional, Restrained: Type II - unlimited height and area. _ SECTION 603 Classification of Building by Type of Construction: Type II - Type II construction is that type of _ construction in which the structural members, including exterior walls, columns, floors and roof are of non-combustible materials and are protected so as to have fire resistance not less than that specified for the structural elements as specified in TABLE 600 and listed below. Floors - 2 hours Columns - 3 hours Beams - 2 hours Roof - 1 hour m SECTION 700 - 2900 All other Sections not specifically mentioned and applicable to this Project shall be adhered to. B. DESCRIPTION OF BUILDING: _ one story slab on grade County Jail Building with Sheriff's Offices containing - 1. Detention Area 2. Sally Port 3. Administration Area C. STRUCTURE: The entire structure, floors, columns, beams and roof are to be structural steel and reinforced, poured-in-place concrete. D. EXTERIOR: The exterior face of the building will be limestone veneer facing with metal stud framing and tilt wall concrete panels with concrete masonry unit back-up. Rigid insulation shall be placed between limestone and block. E. ROOF: The roof shall be a 5-ply fiberglas felt built-up roof. F. INTERIOR WALLS: Interior walls will be drywall (metal studs with gypsum - board, both sides) at Administration Areas and concrete masonry units at core areas in Detention Floors. Cell Blocks shall be steel plate walls with steel grating fronts. G. INTERIOR FINISHES: Floors - Carpet to be used in most areas at Administration - spaces. Vinyl the in areas not receiving carpet, i.e., closets, storage, mechanical, etc. Ceramic file in toilet rooms; the pavers in the lobby area. Detention spaces to - have sealed concrete at cells and vinyl the at main corridors and community spaces such as multi-purpose, visiting and library. - Walls - Most areas at Administration to be painted gypsum board. Ceramic the in toilet rooms, with corridors to receive heavy gauge vinyl coverings. All steel or concrete .._, block in Detention Areas shall be painted. Ceilings - All ceilings will be acoustical the hung in a metal suspension system in Administration Area. Secure areas in Detention spaces will have steel plate ceilings. Doors - To be 1-3/4" thick commercial grade, plastic laminate finish in Administration; steel plate or steel - grating as required in the Detention Areas. (31ass - Shall be bullet resistant laminated glass or high impact polycarbonate sheet laminated between plate glass at - all inmate areas. H. MECHANICAL: Plumbing - Water, wastewater and storm water service shall be from City utilities. Fire hydrant service will be provided by others. - Piping Systems - (ALL PIPE SHALL BE DOMESTIC) Interior water - Type "L" copper, ASTM B-SS - Underground water - Type "L" copper tubing or PVC Interior waste & vent - Standard cast iron soil pipe Exterior waste - PVC Storm water - PVC - Water heating shall be by multiples of storage type gas fired. -T - Air Conditioning - All heating and cooling shall be provided by single zone, low velocity roof mounted air handling units. The cooling media in all units will be direct expansion air cooled coils. Heating will be supplied with electric duct heaters located at the discharge bf each A.H. unit. '- Temperature controls will be the electric type with interlocks as required. Sensors will be placed in the various spaces, but actual controls shall be located in Control Rooms. J. ELECTRICAL: r Lighting and Power - Electrical service shall be from the City Utilities Company. Service shall be 480/277 volt, 3 phase, 4 wire, wye. General lighting shall be provided from recessed fluorescent fixtures. Metal Halide type lighting fixtures will be used on the building exterior. All lighting will be 277 volt. Special security-type fluorescent fixtures will be used at all Detention spaces. Power to air conditioning units and motor shall be 480 volt, 3 phase. For all other electrical systems, a dry type transformer will be provided to service all 115/30 volt loads. - A system of exit lighting will be provided to designate all building exits. This system will be served by a main switch at the electrical service entrance. Each exit light fixture shall be provided with emergency power packs that will operate the fixture for ninety minutes if power is lost. Certain light fixtures shall be provided with emergency power packs that will operate one lamp in the fixture for approximately ninety minutes if power is lost. m An emergency generator shall be provided to operate smoke removal system, lighting and door control systems in the Detention Areas. Generator shall also provide emergency power to certain portions of the Administration spaces, including Dispatch. Communication - Empty raceway will be provided for telephone _ and computer service. A visual and audible fire alarm system will be provided in all areas. Alarm notification shall be by manual type pull stations with "break glass" covers. K.
