Ztem No. 2.3 Accept the Texas Association of Counties 1992 Safety Award and authorize the Road and Bridge Department to display it. PRESS RELEASB The Texas Association of Counties is pleased to honor Kerr County by presenting the County with their 1992 Safety Award. The Texas Association of Counties administers the Workers' Compensation Self-Insurance Pool in which Kerr County participates for their Workers' compensation coverage. ( The County is receiving this award for maintaining an `r excellent record of controlling their Workers' Compensation claims. To qualify for this award, a County must have an experience modifier of 0.7 or less and a loss ratio for 1992 of .6 or less. The experience modifier was calculated using the frequency and severity of claims from 1989 through 1992. The modifier represents a type of coverage discount (or extra charge if losses have been bad). The loss ratio is simply the ratio of losses to contributions to the Pool for the year of 1991. Kerr County has an experience modifier of .68 and a loss ratio for 1992 of .25. The County has saved approximately 128,412 in Workers' Compensation costs in 1993 compared to the manual rates for Workers' Compensation published by the State of Texas and used by insurance companies. The savings are the result of a good experience modifier and discounts received through participation in this self funded pool. These discounts are influenced by the safety performance of the County. The Texas Association of Counties proudly recognizes these efforts to maintain a safe work place and extends its congratulations and appreciation to Kerr County. PAGE 293
