RESCILUT I ON WHEREAS, the federal government has allotted 10 percent of --- Surface 'transportation Program fr_u-~ds fur what are known as "transpor'tation enhancements", and these enhancements incli_rde provisions for pedestrian and bicycle facilities, as well as acq~"visit:ion of scenic easement's, scenic and historic sites; WHERERS, these enhancement moneys are estimated to be 8181 million 1;o Texas over the 6 year term of the a~_rthorizing federal aegislation known as the Intermodal S~_rr-face Tr•anspor•1;atinn Efficiency Rct of 1991.
