RESCILUT I ON
WHEREAS, the federal government has allotted 10 percent of
--- Surface 'transportation Program fr_u-~ds fur what are known as
"transpor'tation enhancements", and these enhancements incli_rde
provisions for pedestrian and bicycle facilities, as well as
acq~"visit:ion of scenic easement's, scenic and historic sites;
WHERERS, these enhancement moneys are estimated to be 8181
million 1;o Texas over the 6 year term of the a~_rthorizing
federal aegislation known as the Intermodal S~_rr-face
Tr•anspor•1;atinn Efficiency Rct of 1991. (IS'tER);
WHEREAS, the Texas Department of Transportation has the
responsibility for selecting and f~"uxiing eligible projects
within the State, and the department has called i=or proposals
dr_re R~_rg~_rst 16, 1994;
WHERERS, the Texas F'arks and Wildlife Department intends to
submit a proposal to the "texas Department of Transportation
to condi_rct a planniny st~_tdy of the LBJ Scenic Hill Co~_rntry

WHERERS, the LBJ' Scenic Hill Co~_tntr•y Trail is a citizen-~dr•iven
vision of a continuous bicycle and pedestrian trail linking
R~_rstin and San Antonio with bill Co~_rntry communities; state
and local. parks; and nati_tr'~al and historic reso~_rrces in the
Hill Country;

design of the trail corridor will be determined in the
planniny study by regional conrdinati.on and localized pr_rblic

WHEREAS, the trail wo~_rld serve residents and visitors alike,
benefitting their needs for safe nonrnc,tnrized transportation,
healthful o~atdoor exercise, and recreational travel;
WHEREAS, Kerr i:o~.rnty seeks to promote oppor-t~.mities for its
citizens, to~_rr•ism and economic development, and preservatior-~
of the Hill Co~_urtry's natural and historic resources;
WHERERS, the Er-~haricement F'r-ogram r•egi_rir•es the endorsement of
j~_misdictions in wt-~ich a proposed project is located;
WHERERS, the Enhancement, program req~_rires a minim~_rm c@ percent
non-federal share of project costs, and tt'~e non-federal share
of this project is being borne thro'_ryh partnerships between
the "texas [~'ar-ks and Wildlife Department and the .j~ar•isdictions
through which the LRJ Scenic Hill Co~.rntry Trail wo~.ild pass;
NOW THEREFORE, BE IT RESOLVED, that Kerr Co~_rnty appr^oves of
the Texas F'ar•ks and Wildlife Department's proposal for
Enhancement- F"~_rnding for the LBJ Scenic Hill Co~_rntry Trail
