When this occurs, equipment is left idle, personnel are sent hott~e ~isiiall_v without pay, installers are tempted to start construction without a Permit and ultimately the price to the public for systems escalates. We believe that this is partly due to conflicting philosophies within the County government. David Litke sincerely believes that a system must be inspected two or three times to insure the public of proper installation. Individual members of the Court have expressed they feel this can be accomplished with one inspection. We request that discussions take place between the Installers, Environmental Health Department and Commissioners Court concerning this matter. We recommend that either one inspection he performed at the end of construction Gust prior to cover up or that an additional inspector be hired to perform these inspections in a more timely manner. We feel that either route will provide David Litke more time to review designs leading to quicker issuance of Permits and will lead to more timely inspections. We also would like someone in David's department to be authorized to issue Permits and Licenses in his absence.
