See Agenda Request Rules Adopted by Commissioners' Court. ~~ NOTICE -REQUEST FOR PROPOSALS TO: (PROSPECTIVE CONTRACTORS Address Kerrville, Texas 78028) FROM: KERB COUNTY COMMISSIONERS' COURT DATE: RE: REQUEST FOR PROPOSAL -KERB COUNTY ANIMAL SHELTER, KERRVILLE, TEXAS I. Thank you for taking the time to review the Preliminary Program with our Architect, Michael Walker, for the above project. We aze not looking for tight bids on this project at this time ,rather our purposes in asking for your review and proposal aze: 1. To determine your interest level in being selected as the General Contractor beginning as soon as an agreement can be reached, and commencing construction azound April 1, 1995. The type of contract would probably be cost plus a fee, but with a maximum construction cost to be determined by mutual agreement prior to commencing work, based on complete Construction Documents. The County would hire the contractor to act as a traditional general construction coordinator and manager. 2. To have you estimate a range of cost for the project as described in the preliminary program, and provide preliminary information for the selection process. This can be in the form of a total price range or square footage price range. (You aze not "bidding" on the cost range.) Or you may just comment on the Architect's Estimate of Probable Cost. 3. Based on your response to this Request for Proposals, the Court will interview the candidates. This will be done soon, as the April date is almost upon us. Next, the selected contractor will be asked to begin working with our Architect to make suggestions and fmal adjustments to materials and methods. When the Architect completes the Construction Documents, the fmal pricing, competitive subcontract bidding, and perhaps some pre-ordering on critical timing materials should be almost complete. Competitive bids will probabaly be required form subcontractors to assure that all is legal on a public project, and that bids aze competitive. II. The following information will be important in evaluating your proposal: I . An estimated cost range for the Basic Project. 2. Acknowledgement as to whether you can meet the tentative schedule as described in the Architect's Preliminary Program, or suggest alternatives. The absolute deadline is July 1, 1995, for fmal completion. Is that achievable? Under what conditions? 3. You will (or will not) be able to carry insurance, as follows: Workmen's Compensation: Statutory limits; state your rating method. Contractor's Liability: Limits available. Builder's's Risk: Limits available. KCAS -KERB COUNTY ANIMAL SHELTER 4. You will (or null not) be able to provide performance and payment bonding for 100% of the cost of the project. 5. Describe your method of supervision at all times when work is in progress. 6. Other azchitects (2-3) with whom you have worked (preferably on similar projects) and when. 7. 3 Owner's names and addresses with whom you have worked (preferably on similaz projects) and when. 8. Projects of a similar type and scope on which you worked in the last 3-5 years. 9. At ,your option, you may wish to indicate your fee range or percentage. However, it is important that you do express a preference for the method of calculating your fee. Will your fee include only profit and cost for your services or rvilI it also include overhead for such items as insurance, temporary facilities, direct expenses, etc.? In other words, define cost and profit. 10. Indicate any other qualifications which might make your company (uniquely) qualified to do this project. 1 I . You may submit applicable information requested above on AIA document A-305, Contractor's Qualification Statement, plus the additional specific information mentioned above. III. Some further description follows to explain the quality anticipated on this project. Please refer to the attached preliminary schematic plan, which we have since required the Architect to reduce considerably, as reflected in his Space Analysis. This is for reference only and is not the final plan. These criteria ma~° be useful for your estimating: 1. Most of the kennel and animal-occupied floors will be sealed, hardened steel troweled finished concrete with most of the kennel floor being sloped for wash-down. There may be some vinyl file in the administration area. 2. The walls will be smooth finish, probably epoxy or urethane painted or glazed CMU, except in the offices which will be standazd office construction. Door and frames will be standard painted hollow metal. Windows will probably be standazd colored aluminum, insulated glazing. 3. Ceilings will be commercail lay-in acoustical file in offices, and probably vinyl-faced lay-in file flat or painted vaulted structure in kennel azeas. 4. Estimate should include only the construction of the building and its immediate surroundings (without furnishings, sewer and water extensions, underground and other utilities to within 10 feet of the building). S. Offices shall be heated and cooled with high air turnover. Kennels areas shall be LPG-heated only, with high volume exhausting. 6. Electrical service should be slightly oversized for future additions and equipment, probably 3-phase. N. Please submit a briefly written proposal covering at least the above requested information. We must receive this by February , 1995 in order to be considered. The list of considered contractors includes: Rhodes Construction, Danco Construction. This Request for Proposals is limited to those local general contractors who can meet the bonding and insurance requirements.
