APRIL 4,1995 APPEAL TO COMMISSIONERS COURT TO ADD MOBILE HOME AND SEPTIC SYSTEM ADDITIONS I JIM GODWIN AM MAKING THIS APPEAL BECAUSE I HAVE ALREADY PURCHASED A FOUR BEDROOM DOUBLEWIDE MOBILE HOME. CURRENTLY LIVE IN A ONE BEDROOM STONE HOUSE. AND HAVE A FRIEND LIVING IN THE SINGLEWIDE TRAILER. THE JOB I HAVE ONLY EMPLOYES ME FOUR MONTHS OUT OF THE YEAR. THE OTHER EIGHT MONTHS I MUST SEEK OTHER EMPLOYMENT. I PLAN TO RENT OL'T THE FOUR BRDROOM MOBILE HOME AS ADDITIONAL SUPPLEMTARY INCOME TO PAY MY LAND MORTGAGE PAYMENTAND REPAIRS ON THE SINGLE- WIDE TRAILER SO THAT IT T00 CAN BE RENTED OUT FOR MORE INCOME. TWO AND ONE HALF ACRES SHOULD BE MORE THAN ENOL'~GH ROOM TO PUT ADDITIONAL MOBILE HOMES OR SEPTIC SYSTEM ADDITIONS IF NEEDED. IT SEEMS VERY UNFAIR THAT ONE CANNOT HAVE WHATEVER IS NEEDED TO USE WHAT EVER IS NEEDED TO USE FOR INCOME IE. RENTALS OR A BUSINESS WITH TIGHT RESTRICTIONS ON ONES OWN HOMESTEAD. MY PROPERTY IS NOT IN THE CITY LIMITS. THERE ARE OTHER RESTRICTIONS ON BURNING, DOGS BARKING AND OTHERS WHICH ARE VERY LENIENT. ALSO THE CYPRESS FALLS MOBILE HOME SUBDIVISION HOMES ARE ON ONE-THIRD ACRE LOTS HAVING SEPTIC SYSTEMS ON THEM ON A SMALL PARCEL OF LAND. ~. Godwin: ~"ou have requested approval to add a new ~ bedroom residence and attendant sewage facilities to the e.isting residences and on-site sewage facilit<~. I cannot honor your request for the following reasons: 1) The house density exceeds that stated in the on-site sewage rewl<~tions of one residence per 2 1-'2 acres for properties sen•ed bti~ a prn~•ate wafer well. 2) There are already two residences on your property . 3) The existing residences are accepted as existing site conditions since the land size and residences were in place prior to the current regulations. -1) The adding of a third residence is a ne~v condition which places it under the current regulations requirements. Further considerations include: 1) The new residence could not be connected to the existing facility serving the other other residences unless tankage and additional drainfield were added. 2) Anew facility to serve just the new residence would probably be an alternative system due to space constraints from the setback distances required to your well and your neighbors well plus tha soil and site conditions in the area that might be available after all minimum setback distances are considered.
