See Agenda Request Rules Adopted by Commissioners' Court. 45 Hilltop Drive Kerrville, TX December 28, 1994 Mr. Butch Lackey, County Commissioner Kerr County Courthouse Kerrville, TX 78028 Dear Mr. Commissioner: I am a resident of Guadalupe Heights in the area next to Flat Rock Lake. We are experiencing a problem that could be a health hazard. The problem is occurring on county-owned land. At the end of Cherry Way, at the entrance to what used to be a road {eading down to the dam, there is a 55-gallon trash barrel. Recently someone has been using the barrel to dump the remains of what was probably a deer. Obviously this creates_an odor, attracts flies, and is a health hazard. In the past, road and bridge employees picked up the trash in the barrel but now it appears that they no longer feel responsible for it. A road and bridge staff member told me that this is a "commissioner's barrel." I appreciate the fact that you have taken it upon yourself to empty the barrel and to haul away the trash in your own vehicle. However, as a voter and taxpayer, I feel that a county commissioner should not have to see that a trash barrel is emptied. This work should more properly be performed by other county personnel. Accordingly, I ask that my name be placed on the agenda for the next meeting of the county commissioners. I understand that this meeting meeting will be held on January 9. I plan to suggest several alternatives which would remedy this problem, including: 1. The proper county department should make regular pick-ups of the trash in the barrel and police the area leading to the dam and also the area around the dam. {Remember, this is county land.) 2. The barrel could be removed and some county department be made responsible for policing the area on a regular basis. 3. tf the county cannot see that the barrel is emptied regularly, other than by a county commissioner, then the land could be deeded to those individuals who own land adjacent to the problem area, making litter pick-up their responsibility. This, however, would deny public access to the dam from Cherry Way. Please give this matter some thought and notify me at 896-1055 as to the time of my appearance before the court.
