Item ~.6 Consider and discr_iss request for variance to Leash Law to be able to r~_~n dags, supervised, in the Kerr County Bark located across the Guadalupe River fr^osa the State F~ark and behind the Ag-Barn. (George Chapman) Mr. Chapman addressed the Coi_rrt stating he takes his dog to the Kerr Co~_inty F~ark located across the Guadalupe River from the State F~ar~k and wo~_~ld like a variance from the Leash Law. He does not think owner-~s sha~_rld be fined or under the threat of a fine. Judge Denson drew attention to the back up material from Environmental Health Department that animals be r'estr'ained from r~_rnning at large and this could protect everyone. He explained that a lady addressed the Court last week about a pit bull attaching her great lane which res~_rlted in a ~101.0~ veterinary bill. We have to have laws to protect o~_rr people. George Chapman said that this lady has a vicious great done and the story is opposite fr^om what she said. She has had trouble with other dogs. If any dogs are suspicions then put them on a leash. He understands the rabies law is necessary and he does not want any trouble with the law. Judge Denson reiterated that h1r. Wright does not issue citations needlessly. He would enco~_~rage him to enforce the Leash Law if any animal is aggressive in behavior, growling or snarling at people. This law wo~_rld protect Mr. Chapman as well.
