My recommendation to the Commissioners' Court is that we accept the low bids from Caldwell Culvert for culvert pipe, and Ergon Asphalt & Emulsion for emulsions. All aggregate bids received are acceptable. In the best interest of the County, I recommend that Kerr County Road & Bridge purchase aggregate at the nearest source to the job that meets specifications. Note: In the past there has been some concern with purchasing gravel from Henry Cmffin Construction. Last year we received a Levy from the IRS asking that we send all money owed to Henry Griffin to them. At that time, we asked the County Attorney and the County Auditor for some direction. We did not recieve any policy on how it should be handled. In January we received a Release of I,e~ry through the County Judge and forwarded it to the County Attorneys' Office at Ilse Bailey's request. We have yet to hear anything from either the County Attorney or the Auditor. We have no problem with purchasing aggregate from Henry Griffin, but we would like a written policy with regard to this matter.
