Vivian L. Wood County Treasurer November 20, 1995 The Honorable County Judge and Commissioners County of Kerr Kerr County Courthouse Kerrville, TX 78028 fviembers of the Court: ~,.,,_.~.ti, _:;~- `w` ~ix ~?~:~ Vii! ~Y` Y~ ~~ ~-. ~'i ~,)~• ~. Y,~ n;- ~:,;,. ,;. «~... R; I am responding to the question of paying cash to persons who have been called to Jury Duty in our County. Williamson County initiated the cash payment system more than two years ago for several reasons. The cost to the county for printing of checks, the cost of accounting for the checks, the banking costs for processing the checks, the efficiency of being able to pay for the service immediately, and the recommendation of the outside auditors to go to a cash system. Williamson County has three District Courts, two County Court-at-Law Courts, and four Justices of the Peace Courts. The District Courts and the Court-at-Law Courts all pay cash to their juries. The District Clerk and the County Clerk both have cash jury funds. The Clerks and their staff members are bonded to handle the cash and there has not been an instance of any missing or misappropriated funds. The cash system has also resulted in a better public image for the County in that the jurors are paid immediately and do not have to wait, for what in the past could be a couple of months, to receive payment. There has also been an increase in donations to the Williamson County Child Welfare Board fund which has a receptacle for donations located in the Distrct Clerk's office. There has not been any adverse effects or results of going to the cash system. It has reduced the costs of juries to our County, it has reduced the workload for the Clerk's offices and has resulted in a better relationship with our citizens who have been asked to respond and/or serve the justice system in our County. I will be happy to respond to any questions you may have in regard to this system. Please feel free to call upon myself, our District Clerk Bonnie Wolbrueck, our County Clerk Elaine Bizzell, or anyone associated with the Williamson County Courts system for further information. Sincerely, ~,~%.~~Joc~ Vivian L.
