l"he City of Ingram is lir_ensed on a frequency oi' 155.11.5
and 158.9c5 and in order to have less congestion of the
Sheriff" s Depar^tment radio frey~_iencies and insure radio
use by all authorized City of Ingram employees, the City
agrees to utilize these frequencies whenever practical.
the Mar^shal's llepar^tment will pr^ovide the necessary
equipment to enable the Sherif'f's Department dispatcher
access to the use of the Ingram Marshal's Department
frequency. This will enable the Sheriff's Department
dispatcher to have direct contact with Ingram units and
relieve congestion of the 5herii`f's Depar-tment primary
fr^egi_iency.
Until such time as the Marshal's Department equipment i.s
in place, all dispatch of calls will be on the Sher^iff's
Department frequency.
Like other agencies within Ker^r^ County which hold a FCG
radio 11CenSB, ~.xnit n~_imbers will be assigned for use on
the Ingr^am fr^equericy by the Mar^shal. It wo~_il.d be then
proper for these numbers to be used by Marshal's
Department officers on the Sheriff's Department radio
frequency.
It is understood that any ~_isage of Sheriff's Department
radio frequency will only be by persons a_thorized and
agreed ~_ipon by the Sher^iff and the Mar^shal.

basis. Most of the daily dispatch worl~ load during the

CONTRACT TO PROVIDE DISPATCH SERVICES
This agreement is made on the day of ,
A.D., 1994, between Kerr County, Texas a political subdivision of
the State of Texas, hereinafter referred to as "COUNTY", and the
City of Ingram, a general law municipality, hereinafter referred
to as "CITY".
WITNESSETH
WHEREAS, CITY has a need for dispatch services; and
WHEREAS, COUNTY has a desire to provide said dispatch
services; and;
WHEREAS, pursuant to Texas Government Code, Title 7, Chapter
791, the Texas State Legislature has authorized interlocal
agreements between Cities and Counties to provide dispatch
services;
NOW THEREFORE, it is hereby agreed as follows:
ARTICLE I
PURPOSE
1.01 The purpose of this Agreement is to provide dispatch services
to the CITY.
ARTICLE II
DESCRIPTION OF SERVICES
2.01 COUNTY agrees to provide dispatcher for general services to
CITY 24 hours a day, 365 days a year. General services to be
provided following standard COUNTY Policy and Procedures regarding
dispatchers duties and responsibilities and as set out on
Attachment "A".
ARTICLE III
COST OF SERVICES
3.01 CITY agrees to pay the COUNTY Twelve Hundred Dollars and
00/100 per year, to be paid $100.00 per month for a dispatcher
service.
ARTICLE IV
CHAIN OF COMMAND
4.01 While functioning as a dispatcher to serve the CITY, the
Sheriff shall have all the power of control for dispatch policy
and procedures and rules to be agreed with the CITY. As such, any
dispatcher assigned to dispatch for the COUNTY which is a party to
this Agreement shall be empowered to enforce all laws and
ordinances applicable to the COUNTY, including the power to make
all decisions under the Sheriff's direction. It is further
understood that the COUNTY dispatcher assigned to dispatch shall
remain in control of the Kerr County Sheriff's Department.
ARTICLE V
TERMS
6.01 The term of this Agreement begins on
until September 30, 1995.
6.02 The CITY and COUNTY hereby declare their intent to renew this
Agreement annually. However, either party reserves the right to
cancel such renewal for the following year upon 90 day written
notice of the other on or before the 1st of each fiscal year.
ARTICLE VI
TEXAS LAW TO APPLY
7.01 This Agreement shall be construed under and in accordance with
the law of the State of Texas, and all obligations of the parties
created hereunder are performable in Kerr County.
ARTICLE VII
LEGAL CONSTRUCTION
8.01 In case any one or more of the provisions contained in this
Agreement shall for any reason be held invalid, illegal or
unenforceable in any respect, such invalidity, illegality, or
unenforceable provision shall not affect any other provisions
thereof and this Agreement shall be construed as if such invalid,
illegal, or unenforceable provision had never been contained
herein.
ARTICLE VIII

ATTACHMENT "A" TO KERB COUNTY DISPATCH CONTRACT
It is understood that all existing Kerr County Sheriff's Department
policies and procedures will remain in effect and will be utilized by
the Marshal's Department for the purposes of this contract.
Any special needs or difference in dispatch service to be provided to
the Marshal's Department or change in policy and procedure will only be
done with the consent and approval by both the Sheriff and Marshal, in
writing.
1. 24 hour radio connection with the con ractina aaencv
The Marshal's Department understands that the Sheriff and/or County
is the sole licensee of frequency 155.550 and 154.830. It is
understood that the use of these frequencies is at the discretion
of the Sheriff and the City of Ingram may have the use of the
frequencies under the sole direction of the Sheriff.
The City of Ingram is licensed on a frequency of 155.115 and
158.925 and in order to have less congestion of the Sheriff's
Department radio frequencies and insure radio use by all authorized
City of Ingram employees, the City agrees to utilize these
frequencies whenever practical.
The Marshal's Department will provide the necessary equipment to
enable the Sheriff's Department dispatcher access to the use of the
Ingram Marshal's Department frequency. This will enable the
Sheriff's Department dispatcher to have direct contact with Ingram
units and relieve congestion of the Sheriff's Department primary
frequency.
Until such time as the Marshal's Department equipment is in place,
all dispatch of calls will be on the Sheriff's Department
frequency.
Like other agencies within Kerr County which hold a FCC radio
license, unit numbers will be assigned for use on the Ingram
frequency by the Marshal. It would be then proper for these
numbers to be used by Marshal's Department officers on the
Sheriff's Department radio frequency.
It is understood that any usage of Sheriff's Department radio
frequency will only be by persons authorized and agreed upon by the
Sheriff and the Marshal.
2. Hours of Service
The primary time of responsibility for dispatch service will be
between the hours of 5 pm and 9 am, M-F and Saturday and Sunday 24
hours, in addition to holidays.
This does not preclude the use of the radio or dispatch service for
emergencies or officer safety on a 24 hour basis. Most of the
daily dispatch work load during the week will be handled by Ingram
City staff.

Telephone answerinu
The Ingram Marshal's Department will transfer the local Ingram
Marshal's office telephone number (367-2636) after regular office
hours Monday-Friday, 9 am - 5 pm and on holidays and weekends.
This will be done by call forwarding to the existing telephone
number at the Kerr County Sheriff's Department (896-1133).
Handle "ON CALL" officer procedures

With only 4 full time officers, there is an ON CALL period from 3
am - 9 am on some days and others 3 am - 7 am. In addition, there
is always an investigator "ON CALL" when requested by the on-duty
Ingram officer, "ON CALL" officers currently have pagers and radio
equipment.
This would also include animal control/public works after hours
requests.
A schedule will be provided to insure the dispatcher knows who to
call and when. The Sheriff's Department will make call outs when
necessary and no officer is on duty.
In the event of any major crime or incident within the city limits
of Ingram, the on duty Ingram officer will make notification of the
officer on call as soon as practical or may request the dispatcher
to do so.
5. TLETS, TCIC. NCIC access
Currently, the City of Ingram is issued a Texas ORI 1330500 and has
all terminal entry done thru the Kerr County Sheriff's Department.
The Sheriff's Department and Marshal's Department will sign a
separate agreement, a standard Department of Public Safety User's
Agreement, for this service. The Marshal's office will then be
responsible for all entries, validations, and security of criminal
history documents that are requested.
Entry of all stolen property, missing person/runaway will be
entered by the Sheriff's Department dispatcher in a timely manner.
The Marshal's Department will provide a current offense report and
other supporting data for these entries. The Ingram Marshal's
Department is responsible for validations.
License, registration, and criminal history access will be done
with the use of Ingram Marshal's office ORI and the security of
this information will be that of the Ingram Marshal's Department.

It is understood that the agency of original jurisdiction will,
whenever practical, handle their own calls. But it is also
understood that this will not preclude the assistance of officers
by either agency to insure the safety of any resident of Kerr
County or other officer.
10. 9-1-1 calls
The Sheriff's Department will provide a point to receive all
transferred incoming 9-1-1 calls originated from within the city
limits of Ingram and dispatch the appropriate emergency service.
