I want to take a fecv moments to ask for your help with the Texas Tomorrow Fund, the Texas
Prepaid Higher Education Tuition Program. The Texas Tomorrow Fund is a prepaid tuition
program designed to help Texas families with the cost of providing their children with a college
education. During the first enrollment period more than 40,000 Texans took advantage of this
unique program. This year, over 100 Texas Tomorrow Fund beneficiaries graduated from high
school and began using their funds to attend college this Fall.
Although the first enrollment period (January 2 through March 31, 1996) was very successful,
there are many Texans u•ho are still not aware of the Fund or how the program works. We
need your help and involvement during the next enrollment period. I know you understand that
a realistic financial plan is needed to help families meet the ever-increasing costs of sending their
children to college.
The Fu~td, created through legislation during the 1995 Legislative Session, is administered by the
Texas Prepaid Higher Education Tuition Board within the State Comptroller's office. Members of
the Board are appointed by Governor George W. Bush, Lieutenant Governor Bob Bullock and
Speaker James F.. "Pete" Lanev.
The program offers parents, grandparents, and others a smart, low-risk way to purchase college
credit hours today for their children to use at Texas colleges and universities in the future. With
the program, participants "lock in the price today to pay for tomorrow's tuition and required
fees." Individuals can prepay all or a portion of a child's tuition and required fees before
inflation drives these costs out of reach.
Help is needed to "get the Hord out" about the program to the general public. That's where
you come into the picture. four office is an extremely important source of information in your
community. By sensing as an informational resource for the Fund, your office will assist us in
ensuring that more Texans are a part of the next millennium's educated workforce.

There is a limited enrollment period each year, during which individuals may purchase tuition
contracts under slump-sum option or an installment option. The second enrollment period
runs Trom November 18, 1996 through February 17, 1997. The first ~vment wider the
contract will be due May 1 1997.
We are requesting your help as a distribution point Perhaps your office could serve as a
distribution point for program applications and general information brochures regarding the
program and ~[s benefits during the enrollment period. Our goal is to market the program to
the public by placing posters and brochures explaining the program and announcing the
upcoming enrollment period, in as many places as possible.
W"e would appreciate your affirmative response to our call for help! ~'ou may complete the
enclosed form indicating your willingness to be a community resource for the program. Please
designate a contact person in order that program materials or additional training materials may
be provided directly to that individual.
The enclosed information on the Fund should help answer some of the questions you may
have about the program. We know ho~+ you feel about helping young people in your
community, so we are counting on you to answer our call for help. In the meantime, if you

The Texas Tomorrow Fund:
• The TEXAS TOMORROW FUND is a unique •
new program that allows Texas families to
lock in the cost of tomorrow's college tuition
and required fees today.
• It covers the tuition and required fees at any
state-supported college and university in
Texas-and it can give a student a big boost
toward covering the tuition and fees at a pri-
vate college or even an out-of-state school.
• The Fund is flexible. It offers a variety of plans
and payment options, and you can switch
plans later if your student's needs or your own
financial situation changes.
To enroll in the program, you must sign up
during the enrollment period which begins
November 18, 1996 and runs through
February 1 S, 1997; the first payment is due
on May 1.
The Fund pays for tuition and any fees that
are required as a condition of enrollment. It
does not pay for room and board, books,
transportation or optional fees such as lab
fees and fees for specific courses.
• Benefits may be transferred to another quali-
fied beneficiary or to an out-of-state college or
university.
• Refunds may be made to the purchaser 'rf the
beneficiary dies or becorT>PS disabled, receives
a scholarship or chooses not to attend college.
• The Fund does not guarantee a student will
be accepted by any college or university.
Students must still meet all the normal admis-
sion requirements of the schools they wish to
attend.
