DATE: FEBRUARY 5,1996 A complaint has been received concerning the discharge of wastewater off the property of the HCYEGAg barns. Information has been gathered showing that all floor drains in the buildings and one roof drain collect wastewater into a large common drain which discharges into the bar ditch on Riverside Drive. A similar drain arrangement is also provided for the horse barns with a smaller discharge pipe emptying into the same ditch. There is no drain screen provided on the pipe openings. All solids such as animal manure, other animal wastes, feed, soaps, wastewater, bedding material, etc. are washed into the drains. The direct discharge of any type of wastewater off of a property is an old practice that is not acceptable now for many reasons. The Commissioners Court needs to implement immediate measures to prevent any further discharges and determine permanent corrections and solutions for proper wastewater disposal. Providing corrections and solutions could be considered a golden opportunity to demonstrate up-to-date practices, methods, ideas, etc. beneficial to the prevention of public health nuisances and pollution. cc 196-8
