RE: Drainage Policy
Consider making a policy concerning "drainage" for the Kerr County Road & Bridge Department.
Several factors which apply to this are:
Ken County Subdivision Rules & Regulations Ch. 7.03.C1.c. 8.08, 9.03 through 9.07. Culverts
shall be designed for runoffto be expected at a five (5) year frequency. These studies and
designs are provided by the developer for new subdivisions. In existing platted and recorded
subdivisions, we assume sizes of culverts are correct and will only consider replacement (except
for damage) when landowners provide an undated drainage study made by a registered
professional engineer.
2. County Attorney Opinion, dated September 30, 1992, concerning "authority of County
---~ Engineer to expend funds on drainage projects unrelated to county road work."
3. Prohibition of Kerr County Road & Bridge Department to work on private property, unless we
. have a specific drainage easement. Does the Commissioners' Court wish to spend money for
engineering and legal work to obtain easements for drainage projects or just rely on state law to
allow runoff to a natural low for drainage.
