F~recinct # 4 Several citizens have come to the Co~_~rt to ask the County to take the Harper Valley Road over. The Road has been a private road and it has been deteriorating for years because of the of the lack of f~_mds. It is approximately 1.11 miles which is the portion that is in Kerr County. The Court has asked Leonard Odom to put a pencil to it with basic cost of maintenance because of the grandfather cla~_~se and come back to the Court with figures at a later date. December 2, 1995 Commissioners Court Kerr County Courthouse Kerrville, Texas RE: Harper Valley Ranch Road Dear Sirs, We, Harper Valley Concerned Citizens do respectfully request that Kerr County take over maintenance of the road that enters into Harper Valley Ranch Estates. This road has been under a private association for several years, without proper maintenance. We as concerned citizens have donated money to this private association for years without seeing any positive repairs to our road. This road has increasingly become worse and worse over the years. Even though this road is only one mile long in Kerr County and continues on for approximately 2 1/2 miles into Gillespie County. We, the concerned citizens, living in Kerr County respectfully request, Kerr County to maintain this small 1 mile section of road. We are willing to donate, deed, or whatever it will take to see that this road becomes part of Kerr County. We have over the past years had problems with EMS vehicles, fire vehicles and personal vehicles because of the roughness of this road. Approximately 20 families live on this road with only one entrance in and out. In bad weather the rain will wash out portions of the road, making it almost impossible for residents to go to work and school. This makes it also almost impossible for EMS equipment to come in case of an emergency. One incident in particular was when the Harper EMS came on a call and had a flat tire due to the sharp rocks on this road. We believe that if you were to put traffic monitoring equipment across this road you would see that we have a very heavy traffic load on this road. Please take into consideration the maintenance of this road for us, the concerned citizens of Kerr County. This road in Kerr County, being only one mile long. Seems that only one mile cannot cause Kerr County that many problems. Please look into this request at your earliest convenience. Below page 2 you will find signatures of the Kerr County residents. We request to be put on the Agenda for Commissioners Court at your earliest convenience and look forward to hearing from you in the near future.
