PROJECT APPROACH _ Through past projects we have developed a close working relationship with the Texas Parks and Wildlife Department and a comprehensive understanding of the grants program. Specifically, we have successfully developed and obtained funding ___ for projects by careful attention to the "Project Priority Scoring System." -- Master Plan An important part of the scoring system is meeting priority needs as identified in -- an approved parks, recreation and open space master plan. This plan must address present and future needs for at least a 5 year period. Frontera has a long history of master plan preparation and with the help of Kerr County agencies, can -- accomplish the necessary master plan within the short timeline allowed. The key steps in developing the master plan are: 1. Inventory of Existing Facilities -this is done on a county wide basis and in- _ cludes both public and private providers. 2. Citizen survey - by a structured polling of citizen desires and needs, the plan - can accurately address the next step. 3. Needs assessment and prioritization -analysis of assets that can be devel- oped or utilized, demands for expansion and identification of minimum stan- dards are necessary to prioritize needs. _ 4. Finally, with the above data, a comprehensive plan can be developed that identifies how the needs will be met with attention to providing resources for future goals and a timeline to accomplish them. FRONTERA ASSOCIATES INTERNATIONAL, INC. Grant Application Running concurrently with the master plan preparation will be formulation of the _ desired project for funding under the TRAP program. Particular attention will be focused on maximizing the project within the scoring system while meeting the goals outlined in the approved master plan. The project begins in the downtown area with a formal riverwalk development. This riverwalk provides a link between existing public and private developments through a walk system and water features. As the project extends downstream, the project becomes more park like, terminating at a seventy acre recreation area. A complete package of services has been provided from conceptual design through the construction phase, a detailed flood study and a promotional package consisting of video and film presentations. Play equipment is set at low levels and the play area is well defined. The area would provide: hand over hand climbing and crawling, jumping and bouncing, maze, balancing and sand playing. -' Additional soft play equipment should be provided and all play activities should be provided and all play activities should be supervised. The water play area is the unique feature of the playground. The area would accommodate all children through interactive play with water and sound. Water flows in the form of slow moving bubbler falls and jets are activated by the children by manipulating the giant keyboard and various wheels and levers on the ship. In conjunction with the water effect sound would also be provided. It was assumed that disabled children would be brought to the playground and supervised by parents or custodial agencies.
