THE SHERIFF GRACIOUSLY ACKNOWLEDGED CAG'S REQUEST. CAG'S BOARD CHAIRMAN AND BOARD MEMBERS SAM COX JR. (CIVIL ENGINEER) AND CARL FORTUNE (ELECTRICAL ENGINEER) SPENT APPROXIMATELY FIVE HOURS TOURING THE WHOLE FACILITY. PICTURES AND NOTATIONS OF FLAWS IN CONSTRUCTION AND OR NON COMPLIANCE WITH THE ARCHITECT'S PLANS, WERE COMPILED. THE FOLLOWING ARE THE WRITTEN NOTATIONS AND THE PICTURES ARE ON DISPLAY IN THE COURTROOM. ADMINISTRATION AREA: 1. IT WAS NOTED THAT THE CARPET HAD EVIDENTLY BEEN LAID PRIOR TO THE PAINT PHASE AND THERE ARE PAINT STAINS THROUGHOUT THIS AREA. ALSO THERE ARE SO MANY FLAWS IN THE CARPET THAT IT COULD BE TAKEN THAT THE CARPET WAS "BLEM OR SECONDS" QUALITY. 2. DISPATCH AERA - THERE NEEDS TO BE SOME TYPE OF TRIM AROUND THE VACUUM TUBE MESSAGE SENDER TO COVER THE GAPS IN THE CEILING TILE. THE VACUUM TUBE WILL SEND TO THE BOOKING AREA BUT WILL NOT SEND FROM THE BOOKING AREAS. IF THE BACK-UP POWER SUPPLY HAS "WET" STORAGE BATTERIES, IT MUST BE ENCLOSED IN A SEALED CABINET AND VENTED TO THE OUTSIDE. DAMAGED WALL HAS OBVIOUSLY BEEN PATCHED POORLY, SHOULD BE REDONE AND REPAINTED. 5. RECEPTION AREA - THERE ARE FLAWS IN THE TILE AND GOUGES IN THE WALL. BUBBLES IN THE LETTERS ON THE GLASS. 6. SHERIFF'S OFFICE - CHECK CARPET. WALLS - ANOTHER AREA THAT LOOKS LIKE IT HAD BEEN PATCHED AND REDONE. CLOSET - REAR WALL NEEDS REFINISHING 6. WHY WERE WINDOWS THROUGHOUT THE BUILDING NOT THERMOPANE? THIS WOULD HAVE SAVED A/C AND HEATING COSTS PLUS ADDED SECURITY. JAIL AREA - WOMEN'S INMATE AREA. CEILING LIGHT LENS IN SHOWER STALL BURNED THROUGH. IS LIGHT BULB TOO LARGE? VERY POOR CERAMIC TILE WORK. VISITING JUDGE'S AREA - NEEDS TRIM AROUND THE "DEADBOLT" LOCK. JANUARY 8, 1996 LAW ENFORCEMENT CENTER PAGE THREE COURTROOM - NEEDS ATTORNEY/COUNSEL CHAIRS AND TABLES. REMOTE "VIDEO" TO THE KERR COUNTY COURTHOUSE IS MISSING. FRONT ROW OF JURY CHAIRS INSTALLED BACKWARDS. THEY SLANT TO THE FRONT AND ARE UNUSABLE. DIRTY CARPET. THIS IS EVIDENT THROUGH OUT THE WHOLE FACILITY. VERY POOR TILE WORK IN THE RESTROOM "SWINGING GATE" NEEDS TO BE REPLACED. ONE GATE HAS BEEN "WOOD BUTCHERED" AND THERE IS A DEFINITE SAFETY HAZZARD BECAUSE THER IS NO GAP BETWEEN THE GATES WHICH COULD CAUSE PERSONAL INJURY TO HANDS. UNFINISHED THRESHOLD BETWEEN THE COURTROOM AND THE HOLDING AREA. THE "ADA" RAMP TO THE JUDGES SEATING AREA IS TOO CLOSE TO THE DOOR. IT'S SHARP RAMP CORNERS COULD BECOME A SAFETY HAZZARD. GAP BETWEEN THE WALL AND THE STEEL SEATING IN THE HOLDING AREA. NOTE ****** THIS IS A PROBLEM THROUGHOUT THIS FACILITY. EVERY WHERE THERE IS A STEEL BUNK OR SEATING AREA THERE IS A CONSIDERABLE GAP BETWEEN THE SEAT AND THE WALL. THIS LEAVES A GOOD HIDING AREA FOR HOME MADE WEAPONS. THESE AREAS SHOULD BE SOLID. NOTE ****** WHY ARE THERE ELECTRIC PLUGS IN THE INMATES CELLS? PAPER CLIPS AND OTHER OBJECTS CAN BE USED TO START FIRES! "RUBBER ROOM" - THE ACETATE SMELL IN THIS ROOM IS UNBEARABLE. THIS MUST BE NEUTRALIZED BEFORE BEING USED. JANUARY 8, 1996 LAW ENFORCEMENT CENTER PAGE FOUR VISITATION AREA - FLAW IN THE DESIGN OF THE LAWYERS VISITING AREA. THE GRILLE SEPARATING THE LAWYER FROM HIS CLIENT IS OPEN AT THE BOTTOM ALLOWING THE PASSAGE OF ALMOST ANY OBJECT. THIS IS NOT SEALED OFF FROM PUBLIC ACCESS. THERE IS NO PROTECTIVE GLASS TO SHEILD OTHER INMATES FROM SOME ONE COMING IN WITH ANY TYPE OF WEAPON SINCE THERE IS NO SECURITY CHECK POINT PRIOR TO ACCESS TO THIS AREA. THERE ALSO IS NO SECURITY CHECK ON VISITORS COMING TO MAKE MONETARY DEPOSITS TO INMATES COMMISSARY ACCOUNTS AND TO THE VISITOR PHONE AREA. IMPORTANT THAT THERE CTORS ETC.) BEFORE A THE VISITATION THERE ARE METAL STORAGE SHELVES IN THIS AREA THAT ARE BOLTED TOGETHER WITH REMOVABLE SHELVES. THERE IS NOTHING TO KEEP INMATES FROM REMOVING A SHELF AND USING IT TO ATTACK SOMEONE _TH_E METAL BRACES ON THESE SHELVES CAN BE REMOVED SHARPENED USED AS A LETHAL WEAPON. THESE SHELVES SHOULD BE WELDED TOGETHER. THE "CHASE" IN THE CORRIDOR TO THE MAIN CONTROL ROOM IS APPROXIMATELY 18 INCHES IN DEPTH. THE "SPECS" CALL FOR 40 INCHES. THERE IS NO ROOM FOR AN ELECTRICIAN TO WORK ON THIS ELECTRICAL PANEL. LAUNDRY AREA - WASHING MACHINE DRAINS ARE INSTALLED ABOVE THE DRAIN GRILL WHICH WILL CAUSE FLOODING OF THIS AREA. METAL COVERS ON DRYERS ARE SEVERELY BENT. KITCHEN AREA - WE SMELLED A BAD NATURAL GAS LEAK AND WE TURNED OFF THE GAS TO ONE OF THE OVENS. THIS SAME OVEN IS ON WHEELS AND CAN BE FUTURE A GAS PROBLEM. JANUARY 8, 1996 LAW ENFORCEMENT CENTER PAGE FIVE ELECTRICAL CONTROL ROOM - ALL ELECTRICAL PANELS NEED ENGLISH LABELS INSTEAD OF NUMERICAL CABLING. THIS IS TO FURNISH IMMEDIATE IDENTIFICATION TO SOME ONE RESPONDING TO AN EMERGENCY. EXTERIOR WALL DOOR IS WARPED AND HAD ONLY ONE LOCK. IT WOULD HAVE BEEN NO TROUBLE TO COME IN FROM THE OUTSIDE. THERE WAS NO SECURITY GRILLE AT THE CEILING IN THE UTILITY ACCESS AREA FROM THE ELECTRICAL POWER CONTROL ROOM TO THE A/C ROOM. THE EXTERIOR GRILLE PROVIDING VENTILATION TO THE MAIN EQUIPMENT ROOM IS OF LIGHT METAL AND PROVIDES NO SECURITY FROM UNAUTHORIZED ENTRANCE. THE NORTH WALL OF THE FACILITY HAS NUMEROUS STAINS CAUSED BY DETERIORATION OF THE STONE BUILDING BLOCKS. CLOSE EXAMINATION OF THE STAIN PRODUCING BLOCKS REVEAL THAT THEY ARE FAILING, BEING CUT FROM A MUCH SOFTER MATERIAL SOURCE THAN THE REST. DETERIORATION IS SURE TO CONTINUE. WE WENT OUT THE EXTERIOR DOOR OF THE ELECTRICAL POWER ROOM TO FSND THAT THE EMERGENCY GENERATOR AND POWER TRANSFORMERS WERE SECURITY FENCE, TOPPED WITH RAZOR WIRE TO SECURE ANYONE SO INCLINED HAS ACCESS TO THIS AREA AND CO TO THE WHOLE FACILITY! ALSO THERE IS NO SECURITY THIS AREA IT SHOULD BE NOTED THAT THIS LIST OF PROBLEM AREAS DOES NOT INCLUDE ALL THE ONES ON SHERIFF KAISER'S LIST. HOWEVER, THERE MAYBE SOME DUPLICATIONS.
