RE: The attached letter from the Texas Commission on Jail Standards
dated 1/17/96 and my conversation with Commissioner Bruce
Oehler regarding the modesty shields in the new jail.
I am encouraged by Commissioner Oehler's commitment on behalf of the
Court to see that the necessary modifications are made to the modesty
shields as per the requirements (attached), to ensure the safety and
security of the Kerr County Sheriff's Department employees and
prisoners, as well as keep possible litigation to the county to a
minimum.
Please let me know when the modifications will be completed, as that
will have a substantial effect on our ability to occupy the new
facility.

Dear Sheriff Kaiser: -

This letter is to confirm your conversation with Sob Dearing this
morning concerning the height of modesty shields in your new
facility. As P9r. Dearing advised, the Commission now requires
that modesty shields be from about 15 inches from the floor and
about 4'6" in hieight. Since your facility was designed and
approved before:. the change in standards, it comes under the old
rule that recommends the above listed heights.
The reason for this recommendation is to allow better view and
control of the inmates while they are behind the partitions.
Again, 2 do reoommend that the modesty shields in question be
lowered to about 4'ti" in height.
