Voelkel, Voelkel Engineerlat ofdFo~States for owners, has submitted a preliminary p dedication oferight-of-waynforoCleal ater1PaseoZCh also includes the Mr- Maceiras then told the commission that the proposed subdivision is bounded by the remainder of Four States Financial acreage to the north and east; Renville Public Utility Boazd; Whelan/Tait property to the south; and Schreiner College property to the west. Mr. Maceiras then stated that the proposed plat consists of one lot of 15.94 acres and 1.~3 acres of right-of-way for Clearwater Pasco extension. The proposed right-of-way will be eighty feet wide. The property is presently zoned M-1, Light Industrial District with a conditional use permit for the construction of Kerr County Jail site. He then informed the commission that Mr. D.R. Voelkel has submitted preliminary drawings showing the proposed water, sanitary sewer, drainage, and street improvements. Mr_ Maceiras also informed the commission that staff has received a letter from Four States Financial Corporation stating that they -- approve the layout of the preliminary plat. Mr. Maceiras made the following staff comments. staff has looked at increasing the curve radius for the extension of Clearwater Pasco as requested by Cr. McKay. In increasing the radius, the proposed road moves away from the existing telephone overhead line, creating tracts of land which will be difficult to incorporate into the development of land to the west of the proposed Clearwater Pasco_ The tract of land which is currently zoned R-1, to north, becomes narrower, thereby, possibly creating a problem for future development, and risk for future variances or waivers to the subdivision requirements. Finalized construction plans and specifications for the waterline, sanitary sewer, drainage, and street improvements need to be presented, along with required calculations. Plans for streets and drainage improvements needs to incorporate the establishment and placement of grass for both on-site and off-site improvements_ q~~g~ a a 1 i= .' kt k e' A letter has been received from the owner, Kezr county, for installa- tion o£ utilities. Based on the letter, the approved plans, and the subdivision meeting city's requirements, staff recommended approval. It was noted the county had previously requested a 4' sidewalk abut- ting the curb instead of the requirement of a 10' sidewalk in a commercial area. However, sidewalk placement does need to be deter- mined depending on the utilities; this can be worked out by engi- neers and city staff. Mr. Hamilton moved for approval of final plat and the 10 foot side- walk be reduced to 4 foot, and placement of sidewalk required be sub7aat to staff approval. Motion seconded by Mr. Forbes and passed 3-0. ~r. ~~: 3. Off-site easements in the name of City of Kerrville, if required, would need to be obtained. 4. Presentation of a final plat which meets or exceeds the City Subdivision Ordinance and State law. 5. Incorporate the request fox additional easements from Kerrville Telephone Company. 6. Utility layout presented for KPUH, Kerrville Telephone Company, TCZ Cable, and lone star Gas. At the time of preparation of this agenda item, staff had not heard from the county on the request for a waiver to the requirement for placement of a sidewalk abutting the proposed development. Should the county present a request at the meeting, staff Could not support such a request. Staff Could support a request for a delay in construction, with a legal agreement prepared, until further development occurs to the north or across the street. Mr. Maceiras then explained that KIEL is requesting additional easements on the plat. Cr. wolfmueller stated that the request for a waiver for sidewalk construction would have to be considered at a later meeting when the county provides all the necessary documentation. Mr. Maceiras then stated that staff recommends that the preliminary plat of Four States Addition be conditionally approved with staff comments being part of the approval; preparation of the final plat incorporating the comments as needed; and representatives of Kerr County and Four States Financial Corp. meeting with staff to discuss the final plat before presentation to the planning and zona.ng commission. After a short discussion, Cr. McAshan moved, seconded by Cr. Forbes, to approve the preliminary plat of Four States Addition, subject to the recommendation stated above by staff.
