Sheriff Kaiser addressed the Court stating she needed some
camera's for the new jail facility and needed some fencing
around the multi-purpose area. Commissioner Holekamp asked if
the jail commission would not address these problems? The
Sheriff stated no and felt it was her duty to keep the
citizens of Kerr• County safe. The Court asked to get some
kind of cost and expense we are talking about for the July 1,
1996 meeting. This is to include Item No. '2.12 Discuss and
approve installing a safety vestibule door in the visitation
area; Item 2.13 Discuss and approve securing the open area
above visitation wall between inmates and visitors; and Item
2.14 1) Discuss and approve erecting a security fence ar-oiand
the back part of the Law Enforcement Facility. 2) Discuss
and approve erecting a security fence around the Storage

As you requested we have reviewed the visitation azea. Your concern about an inmate 'g '
being able to stand on the desk or stool and lift the ceiling tiles out is correct. The azea
above the suspended ceiling is wve mesh. r i n g
We propose two solutions:
1.) We propose to install 1" sheetmetal straps above the ceiling tiles on the first -
two rows. This would make the removal of the tiles impossible without destroying
them This solution would cost about $1,000.00. -
2.) We propose to install 3/4" plywood over the mesh above the ceiling. This would -
eliminate any space between the inmates and vishors. This approach would involve
the removal of ceiling grid and some lights in order for the work to be done. This -
solution would cost about $5,000.00.
We think that solution one (1) would solve the problem If we were to perform the work
we would do so on a time & material basis, not to exceed the above amounts.
