I feel that Mr. Thomas as made a decent easement of the problems, and solutions exetpt who should havt financial responsibility. Listed below are some relevant facts that have not been addressed, but will be my' argument as to who should pay. FACT I: STC has provided an extensive network to tht caunt}~ which includes Hardware, SoRware, Installation, anal Free Service and Support for the life of our inmate phone contract. I can prove that over 5 years this will save the Kerr an identifiable revenues of $250.000.00 . FACT 2: The cost as outlined in Mr. Thomas's letter is around $25,000.00 total to give the Caunty their solution, as seen by an independent consultant. FACT 3: STC has not Charged Ktrr Gounty a sinlge Cent for any service's or Labor just as we had agreed, for the data conversion programming done. FACT 4: STC has also agreed to provide the Kerr County an additional PC for Dial up access to the STC Lems system. This will provide Partial or full access to the STC Lems syatera from the court house. We also at this rime agree to pay the $25.00 phone line charge. '1'ti~s Pollard Page 2 Mey 30, 1996 FACT S: TSG has not to the best of my knowledge done one hour of work on this project for which they haven't billed the Kerr County For. FACT 6: STC has met and EXCEEDED our contractual agreement to Kerr County, and agree with the findings of Mr. Thomas's letter dated 5-21-9fi except for who should incur the cost, mainly STC. I ask you, to please tell ma where STC has not pulled their load on this project. It's time TSG sup up and assist their customer and this problem and cover those cost. If that could be done we could ail move forward. If nothing else TSG should at the very minimum offer a discount or at cost option, or simply finance the charge at no interest to the county for a period of time. Also 1 am willing to come down and address the commissoners court or speak to any and all parries via phone regarding this matter.
