Our firm with Maxey Associates performed the initial County Facilities Analysis in 1989; therefore, we aze very acquainted with the existing facilities, functions and the personnel affected. We also are experienced in dealing with the Historical Commission, which may play a role in this project. As you aze aware from our recent Animal Facility Project, we have very complete 3-D computer model visualization capabilities, if needed, which is unusual for most azchitectural firms. As by-product of our services, you will also receive fully azchivable AutoCAD electronic files of the basic buildings, which will avoid re-measure of existing facilities anytime work is to be accomplished, drawings are misplaced, or information is needed, e.g., Christmas lighting. It is our understanding that there is a general Request for Proposals being offered to other azchitecturaVengineering firms. To be ethical and to adhere to your request for proposals, we have only addressed the method of calculating fees, not the actual fee amounts. We would be pleased to discuss actual proposed fees, if we aze selected as the Court's primary choice to do the project, as appropriate under ethical protocol. Approximately 17,500 square feet of renovated space within the existing Courthouse and Annex, divided into separate construction phases. 2. Additional miscellaneous site and building exterior work required to provide a complete project. Employing qualified professionals, the Architect shall make every reasonable effort to provide an efficient, functional, safe, and aesthetic solution to the Owner's building program requirements. The remaining services to be performed are from Design Development Phase through Construction Administration Phase, inclusive. Further modifications of the Construction Budget shall be either determined by the Owner or as acceptable to Owner after the Architect has prepazed an Estimate of Probable Construction Cost based upon Owner's data. The Architect shall work at the direction of the Owner, through the Owner's designated representative. ARCHTTECTURALSERVICESPROPOSAL KCC -Kerr County Courthouse Renovations -Page 1 SCOPE OF SERVICES A. Preliminary Phase -Architect shall review Owner's existing Schematic Design Documents, legal description, surveys, and other physical documentation. If requested, as Additional Services, Architect shall review and make recommendations on the Owner's programs, budgets, space allocations, equipment, scope, quality, and alternative approaches to design and construction. B. Schematic Design Phase -Architect shall verify dimensional aspects of the existing Schematic Design Documents and conduct code and other reviews with appropriate authorities. Based upon an approved program, budget, and schematics prepared by others, Architect shall do further Schematic Design only if required by the Owner, as Additional Services. If electronic drawing files of the schematics of the previously retained architect aze unavailable, converting drawings to AutoCAD will be invoiced as Additional Services. If further schematics are required, Architect shall prepare such design studies illustrating the Project's scope and an Estimate of Probable Construction Cost, as the Owner directs. C. Design Development Phase -Architect shall prepare preliminary construction drawings, bidding documents, and outline specifications to establish quantities and chazacter of the Project, including sitework, structural, mechanical and electrical systems, materials, other essential elements, plus an adjusted Estimate of Probable Construction Cost, if the Owner requires. D. Construction Documents Phase -Architect shall prepaze Working Drawings and Project Manual including Construction Drawings, Bidding Documents, and Specifications for bidding and contracting, plus an adjusted Estimate of Probable Construction Cost, if required by the Owner E. Bidding or Negotiation Phase -Architect shall assist Owner in securing bids, preparing and awarding of Contract for Construction. If Owner elects to negotiate a contract with a Contractor, Architect shall assist Owner and Contractor in such negotiations. F. Construction Administration Phase -Architect shall administer a contract performed by a general contractor, making periodic visits to the site to observe, report, interpret documents, review submittals, administer applications for payment and change orders. G. Computerized Services -All services shall be performed on AutoCAD and computer-based electronic media, unless the Architect determines, with Owner acceptance, that non-electronic media is more efficient. Architect shall furnish generic 3-D or 2-D AutoCAD electronic document files to the county as permanent record of the facilities. FEES A. Basic Services 1. For services described in SCOPE OF SERVICES above, the Architect's proposed Maximum Fee will not exceed a percentage of the Construction Cost for the Project, based on single bid general contract. If the Owner elects to issue multiple contracts or negotiated contract, the Architect's proposed Maximum Fee will be slightly higher. To provide to the Owner benefit of efficiencies, Architect shall apply hourly rates indicated below for professional time actually accrued on the project against the Maximum Fee. Locally-based Architectural Services hourly rates range from $16 to $60 per hour, depending on the technical level involved. 3. For Services of Consultants, a multiple of 1.1 times the amounts billed to the Architect shall be invoiced to Owner (Engineering consultants chazge from $15 to $95 per hour, de- pending on the technical level required). B. Additional Services -For any major revisions to the design by the Owner during or after Schematics Design Phase, or additional services beyond the Scope as outlined herein, or additional services required due to failure of contractors to complete work per Contract Documents or on a timely basis, compensation shall be at rates in Items 2 and 3 of Basic Services. C. Reimbursable Expenses -For Reimbursable Expenses approved by the Owner, a multiple of 1.1 times the amounts expended by Architect and Consultants on account of Projects. Expenses might include: travel, communications, fees for authority approvals, printing, handling of documents, models, photography, renderings, and other direct expenses incurred for the Project. D. Payments -Payments on account of Basic Services, Additional Services, and Reimbursable Expenses shall be made monthly, on an hourly basis, applied toward the Maximum Fee AGREEMENT FORM Owner/Architect Agreement, AIA Standazd Form B 141, is proposed to be the form used for this project, modified to reflect the terms of this Proposal. Agreement shall be in effect for a period of 3 yeazs. Agreement shall not be terminated by Architect or Owner, except for reasons of nonper- formance or incapacity of either party, non-payment or abandonment of the Project by the Owner USE OF DOCUMENTS In the event of termination or abandonment, the Construction Documents shall not be reproduced or otherwise utilized for construction with the Architect's or Engineers' State Registration Seals or title blocks thereon, except at the Architect's and Engineers' option.
