These aze critical issues to bring the previously conducted Schematic Design Documents Phase (of your previously retained azchitect, DSA) to a point that we could proceed with Design Development Phase and complete the Contract Documents with some degree of certainty. Per our Owner-Architect Agreement, our firm had no budget or estimating responsibilities included in the Basic Services through Construction Administration. Therefore, in addition to roughly estimating the additional construction cost over and above the previous architect's estimate, we have approximated fees for Additional Services for estimating these increases in scope, and completing the analysis and design of these systems for now, for inclusion in later construction phases. There aze many overlapping systems in the 3 Phases of implementation that are difficult to sepazate into the individual Phases. Several systems should not or cannot be allocated to a single Phase of Construction, lest the long-term cost to the County be more expensive and the quality and functionality of the overall system suffer. We have preliminarily reviewed these Phases and systems with fire and building officials to insure that the we are conceptually correct in our recommendations. If such Work was not included therein, it has been listed here as an increase in the Scope of the Work The exception to this is the Exit and Emergency lighting, which we are recommending to be run off the existing Emergency Generator System. The County Maintenance Staff verified that the system is at least partially functional in the Courthouse and Annex; however, some sorting out of circuits will probably be necessary in Phase I. Agenda Items for meeting with County Judge Bob Denson, May 16, 1996: Kerr county Courthouse Renovations Michael Neal Walker, Architect Lux Engineering 1. Question the use of 480 volt, 3 Phase. It is not available. We will use 120v/208v/3 phase 4- wire. 2. Service to Courthouse is not single phase, as drawings show. Old drawings are incorrect; service is actually 3 phase 120/230 volt delta 3 phase, 3-wire. That system allows only 2 phases to be used for 120 volt. 120 volt is used for lighting and local power on mixed circuits. This contributes to electrical unit heaters tripping circuits in winter. Can be used for heating and A/C, but is extremely inefficient due to phase imbalance; this should be changed to 208 volt Y-circuit. 3. We should consider abandoning Boiler to re-use space for central electrical, telephone, and Mechanical Room. Also consolidates illegal, unsafe, and unsightly electrical conditions, which have occurred over the years of renovation. 4. Ground fault protection is required throughout the buildings in accordance with Code requirements. Install in Annex subfloor Electrical Room, but be facilitated in Phase I. Ground fault protection will be installed with all circuits, in phases of construction. 5. Power costs for heating and A/C may be further reduced by using heat pump heat systems, in lieu of split system strip heat, as specified in DSA Schematics. Now costs are averaging 12 cents per square foot with some gas eating; it should be considerably less with efficient heat pumps and Electrical Y-system. 6. Conflict of Construction items: Fire Alarm system -First or Basement of Courthouse. Emergency Lighting System -both Buildings. Currently in Annex; it needs to be extended to Courthouse. 1 1 Vol II.
