RE: Ingram Lake Dewatering and Silt Removal Project
Dear Judge Denson:

We have discussed the dewatering and silt removal project at Ingram Lake with Mr. Toby
Cisneroz, South Texas Watermaster for TNRCC regarding the subject project.
TNRCC requests the following: notification of the day of dewatering and the day of
reclamation of the normal pool, to be prepared to refill at a rate that allows significant
water to flow past the dam to satisfy diversion order between the Ingram Dam and UGRA
Dam. Both the watermaster and I feel there will be more than significant flow out of
Johnson Creek to satisfy the downstream diversions orders. Other concerns were
regarding the silt disposal area. We have received a copy of a health department letter
authorizing the site for construction disposal material and a verbal approval from FEMA
regarding floodplain management issues and the waiver of a permit. TNRCC suggests
that a notice be published prior to the dewatering and prior to the closing of the valves and
the reclamation of the pool.
It appears that we have completed all regulatory matters and are ready to proceed with the
project. I will have various staff members at the project from time to time to observe the
dewatering and a cursory review of the ponding side of the dam structure.
