(County ,T~_idge> ORDER NO. 23160 APPROVAL OF RESOLUTION SUPPORTING TEXAS ADOPT-A-BEACH PROGRAM On this the 26th day of February 1996, ~.ipon motion made by Commissioner Lehman, seconded by Commissioner- Lackey, the Court unanimously approved by a vote of 5-@-@, to appr-ove Resolution supporting Texas Adopt-A-Beach Program. RESOLUTION WHEREAS, The beaches, shores and waters of the Texas Gulf Coast sustain an abundance of valuable fish and wildlife offer r-ecreational, aesthetic and economic benefits to all Texans and attract many visitors to o~_~r state;and, -~. WHEREAS, R11 Texas Rivers empty into the Gulf of Mexico; and tr^ash and other kinds of pollution tr-avels down r^ivers and ends ~.ip in the Gulf of Mexico and on Texas Reaches; and, WHEREAS, The beaches of Texas are a state treasur-e to be protected and enjoyed by all Texans, from the West Texas plains to the East Texas for^ests; and, WHEREAS, Waterborne debris and beach litter injure and kill co~_tntless marine animals and coastal bir-ds;threaten the health and safety of beach users and boaters; and work to the detriment of the coastal tourist industry which produces aver f7 billion each year- fr-om tour-ism and recreation; and WHEREAS, Ten year-s ago 2,800 volunteers traveled to rain-soaked Texas beaches on a stor-my Sat~_ir^d ay morning to participate in a beach cleanup in which they collected 12k tons of trash; and WHEREAS, In response to the need demonstrated by the first clean~.~p, Texas Land Commissioner^ Garry Mauro began the Texas Rdopt-A-Beach Program that has brought intern atianal attention to the problem of ocean dumping and served as a model for- similar^ programs in 40 other U. S. states and terr-itor•ies and 70 other- countries; and _. WHEREAS, The data collected on the types of trash found during these semi-annual clean~_~ps demonstrated that m~_~ch of the trash on Texas beaches was from offshore so~_~rces such as shipping, offshore oil and seismic operations, and F'AGE 322 commercial and r-ecr^eational fishing; and WHEREAS, That information was used to persuade the U. S. Senate to ratify the Inter-national Mar-itime Orgainzation~s (IMO) MRRPOL Rnnex V 7r•eaty banning the dumping of plastics in the oceans of the world and later used to convince the IMD to grant the Gulf "special area" designation which declares the Gulf of Mexico offlimits to dumping of any kind other than finely ground food scraps: and WHEREAS, The continuing success of the Texas Adopt-A- Beach Program is made possible through the support of thousands of volunteers from all over- Texas who are the backbone of the pr-ogr^am; now, therefore, be it RESDLVED, That Kerr• County does hereby congratulate the Texas Adopt-A-Beach Grogram on its iQ~th Anniversar-y and expresses its appreciation for its work in protecting and enhancing Texas open beaches For all Texans. (Commissioner Pct. #2> ORDER ND. 23161 APPROVAL OF REACTIVE WELL AT AG-BARN AND CDST TO REACTIVE WELL On this the 26th day of February 1996 upon motion made by Commissioner Lackey and seconded by Commissioner Lehman, the Court unanimously approved by a vote of 5-0-0~ to approve reactivate the water well at the Ag-Barn subject to a cast study approved by the Court.
