COMMISSIONERS' Thursday, June o'clock noon in Hwy, Kerrville, COURT CONVENED IN R COMBINED MEETING ON 13, 1996 with all Officers present at 12 the City Hall Council Chambers, 800 Junction Tx. City Council Members present: Mayor Charles P. Johnson, Councilperson John D. Huddleston & Joe B. McKay. County Members present: County Judge Robert R. Denson, Commissioner Ray Lehman, T. H. "Butch" Lackey, & Bruce Oehler. Staff present: City Manager Glenn D. Brown, Resistant City Manager Dane L. Tune, City Clerk Sheila Brand, City Rttorney Kevin B. Laughlin, County Clerk Patricia Dye. Items discussed of mutual interest included: Traffics Commissioner Oehler requested the city help fund 20 percent of the local cast of the high-water bridge near Rrcadia Loop. Councilman Huddleston felt the high-water bridge would not help alleviate traffic at the five-points area, and the city would have to fund a low-water crossing. Judge Denson responded the high-water bridge would help some, and, if the low-water crossing was 4 to 5 years away, the city could see if the high-water bridge helped alleviate traffic before building the low-water crossing. Councilman Huddleston felt it was critical to extend the loop to "G" Street and take the dips out of Jefferson Street to help alleviate traffic on Water Street and Sidney Haker. Commissioner Lehman felt straightening out "G" Street would help with traffic. The mayor requested staff provide a copy to the county of the flow chart for the 1/? cents sales tax depicting where the low-water bridge was on the chart which would help the county in their planning. Water/sewer to Laop 534: Mayor Johnson requested the county help the city participate in the cost of providing water/sewer to this area. Judge Denson reported the Kerrville Economic Development Foundation indicated property owners in Kerrville were paying 62 percent of the property taxes and businesses and industry were paying 38 percent and felt this was justification of running water/sewer line to Loop 534. Judge Denson indicated the county would participate in this cost in the 1996-1997 Budget. Extension of sewer of ag barn: City staff responded that the project was ready to be put out for• bids and the city attorney was working on the interlocal agreement to be signed by the city and county. Recycling: Councilmen Huddleston and McKay requested assistance from the county in helping the city extend the hours of the recycling center. They reported 69.8 percent "' were county residents that use the center, and that 414 tons were diverted from the landfill last year which helps prolong the life of the landfill. The center now has a used-ail container and a recycling truck for cardboard collection. PRGE 506 Councilmen Mekay also requested the county participate in the household hazardous waste pickup and for a longer term lease for the center. Library: Judge Denson indicated that the r^ecent gift of the property at 425 Water Street to the library was not free, and if this became part of the budget, there would be a substantial increase. He suggested the city/county needed to look at how far to go into prioritize the library to the other basic services such as law enforcement, streets, etc. Mayor^ Johnson agreed. Commissioner Oehler indicated one way was to hold down staff requests. Councilman McKay stated the cost of operating the library was greatly offset by grants and memor^ials. Mayor Johnson requested this information 6e presented in the library's budget to the county. Jail Security: Councilman Huddleston suggested to put an outside siren on the jail to war^n surrounding neighbors of an escape. Judge Denson stated the county was considering hiring a secur^ity specialist on jails to advise the county. The meeting adjourned at 1:20 ^.M. pAGE 507
